Description
The Soil Ecology and Restoration Group (SERG) is a habitat restoration and research group within the biology department of San Diego State University and administered by the San Diego State University Research Foundation. The research emphasis of SERG is on ecosystem dynamics of southern California.

SERG has maintained a native plant nursery, seed bank, and a number of restoration projects on San Clemente Island (SCI) since 2000. SCI is owned and operated by the US Navy, as a Naval Auxiliary Landing Field, with several active training ranges. SERG projects on SCI are funded on an annual basis through the Navy’s Natural Resources Office, as part of their mission to manage natural resources and protected listed species, as mandated by the Sikes Act, the Endangered Species Act, and the National Environmental Protection Act. SERG operates as a contractor within the Natural Resources Office, in conjunction with the Institute for Wildlife Studies, the San Diego Zoo, ACS Habitat Management, the Nature Conservancy, CSU Northridge, UC Riverside, United States Geological Survey, Scripps Institution of Oceanography, and many other research and nonprofit institutions.

JOB DESCRIPTION: SERG’s mainland and SCI projects are overseen by the Program Manager and Program Coordinator. SERG is seeking a SCI Project Manager with proven management skills to successfully implement a range of SCI projects, each with a number of tasks including: erosion monitoring and control; construction mitigation; seed collection, processing, and storage; propagation and nursery management; selection, design, installation, irrigation, maintenance, and monitoring of habitat enhancement projects; exotic species control; sensitive plant survey and monitoring; fire condition monitoring; weather station maintenance; and associated logistical tasks including herbarium maintenance.

KEY RESPONSIBILITIES: The primary responsibilities of the Project Manager will include hiring, training, and supervising 3-6 restoration technicians in all tasks listed above, as well as reporting on project progress to the Program Manager and the US Navy Botanist through preparation of quarterly and annual reports. In addition, the Project Manager will prepare project proposals in response to relevant requests, including preparing project budgets. The Project Manager will also assist in management of additional SERG SCI projects in progress, providing oversight and assistance in the continuing development of an Argentine Ant eradication project. A successful candidate will be accountable to the following key responsibilities:
- Ensure safety of all crew members, including compliance with Navy practices associated with work on an active Naval base
- Organize, train, and oversee all crew members in order to balance competing project needs within a biologically-relevant timeframe
- Use principles of adaptive management to prioritize project tasks appropriately
- Adhere to project schedules as outlined in annual work plans
- Prepare project reports detailing progress in each of the tasks outlined in annual work plans
- Coordinate between SERG and other island users, including military and civilian employees
- Maintain detailed dataset including maintenance of all previous SERG projects data, and respond to requests for data from the US Navy or other island users

ADDITIONAL RESPONSIBILITIES
Grant Writing and Project Development
- Respond to requests for proposals, including developing project budgets
- Develop full project proposals
- Identify and communicate project priorities and milestones to prepare an annual work plan

GIS and Data Management
- Identify future project sites
- Develop databases to facilitate use of long-term and/or large-scale datasets (eg. weed treatment data from 20+ years, rare plant survey data covering 56 sq m)
- Include data management in the design and implementation of project tasks
- Train field staff in data entry and management
- Manage geodatabase and create biologically relevant maps as needed

Reporting and Administration
- Write reports and prepare all included maps and figures for quarterly and annual reports
- Incorporate comments from senior staff and US Navy
- Attend project kickoff meetings, site visits, SCI leads meetings, etc
- Evaluate impacts to botanical resources on the request of the US Navy Installation Botanist
- Maintain vehicles, field equipment, greenhouse and nursery areas, as well as computers, gps units, and other office equipment
- Purchase and coordinate shipment of equipment and supplies

MINIMUM REQUIREMENTS:
- Bachelor’s degree in Biology, Botany, Ecology, Environmental Science, Natural Resource Management, or other relevant field (Master’s degree preferred)
- 5+ years of relevant professional experience
- Knowledge of California plants and ecosystems, especially arid systems
- Experience hiring and managing staff
- Experience with logistics and scheduling projects and personnel
- Excellent verbal, interpersonal, and written communication skills
- Excellent organizational skills to manage multiple, concurrent, high-priority project tasks
- Highly self-motivated individual with good time-management skills
- Proficiency with all MS-Office suite software (proven experience with MS Access or other database design software preferred), as well as ArcGIS
- Must possess a California drivers’ license
- Able to become certified to use pesticide in CA (QAC or QAL) within 6 months of hiring

HOURS: Position is regular, full-time, non-exempt expected to work 40 hours per week. The work shift schedule is 10 days of work on San Clemente Island followed by 4 days off. This position is grant-based; long-term continuance of the position will be contingent on procurement of additional grant funds.

COMPENSATION: Hourly rate will be $18-$22/hour commensurate with experience. Housing and food are provided while at work on San Clemente Island. The food stipend is $600 per quarter. Benefits include paid holidays, paid vacation, paid sick time, personal time, health, vision and dental insurance, and the option to participate in a 401k retirement plan.
