Monitor and control nonnative aquatic animal species statewide to prevent their introduction and to manage established Aquatic Invasive Species (AIS) populations.
Lead the statewide AIS Unit in formulating and administering Department policies and laws, developing, and implementing long-term strategies, and directing AIS Unit activities for statewide monitoring and control of AIS for conservation, recreational, and commercial purposes!
The scope includes AIS management of statewide freshwater resources (approximately 8,000 lakes and 70,000 miles of streams) and marine resources (approximately 3,500 miles of shoreline) across multiple state, federal, and tribal jurisdictions, and tribal co-management agreements.

You will perform activities that support a broad range of aquatic environmental, economic, and human cultural and health resource protections including salmon recovery and hydropower dam production while protecting human safety, minimizing adverse environmental impacts, and minimizing adverse economic impacts to owners of affected water bodies or property.
In this dynamic role,
You will serve as the Department expert and strategic advisor on statewide AIS policies and laws including: Chapter 77.120 RCW Ballast Water Management; Chapter 77.135 RCW Invasive Species; and Chapter 220-640 WAC Invasive/Nonnative Species; POL-5310 Managing Invasive Species; POL-5213 Assessing and Enforcing Compliance with the State Ballast Water Management Code.
Motivate and provide leadership and vision for staff,
You will supervise and mentor professional and technical level AIS Unit staff which includes the department’s efforts for conduct surveillance and monitoring activities for AIS species across a variety of environments from land based transport to ballast water and biological pathways in order to support an effective and motivated team.

You will represent the Department in coordinating the development and review of federal and state AIS legislation, laws and rules with Congress, Governor’s Office, Legislature, the Office of the Attorney General, tribes and other states.
Some of what you will do as our Aquatic Invasive Species Unit Manager,
-Manages Aquatic Invasive Species (AIS) Unit staff in conducting resource risk assessments, planning, organizing, and maintaining statewide strategies for the prevention, control, containment, or eradication of AIS.
-Co-manages with WDFW Enforcement Program the planning, organizing, and maintaining of statewide strategies for watercraft inspections and enforcement of AIS laws and regulations. Plans include measurable objectives under the goal of preventing the introduction of new AIS and containing, controlling, or eradicating already established AIS.
-Manages AIS Unit staff in coordination and consultation on AIS monitoring and control issues with other states and countries, state and federal agencies, tribes, NGOs, affected industries and businesses, public, and other Department programs.
-Co-leads with Enforcement Division on development, training and implementation of statewide rapid response plans that may trigger quarantine orders for water bodies or properties and requests to the Governor’s Office for emergency measures.
-Manages AIS Unit staff in the investigation of Chapter 220-650 WAC violations for ballast water management, has full authority to issue warnings or notices of correction, and makes recommendations pursuant to Department POL-5213 for civil penalties for violation.
-Manages biennial AIS Unit budget in excess of $10M and develops and oversees recommendations for continued or new funding from multiple state, federal, and other sources.
-Directs staff to ensure budgets are managed relative to allotments and fiscal timelines.
-Authority to make decisions regarding emerging issues impacting AIS Unit budgets and makes financial and scope adjustments in order to achieve priority outcomes.
-Represents the Director on the Washington Invasive Species Council and serves as the Director’s primary designee on the Aquatic Nuisance Species (ANS) Task Force Western Regional Panel and other state, regional and national AIS coordination forums as necessary.
Work Setting, including hazards:
-Office or meeting group setting.
-Monday – Friday 8:00 a.m. – 5:00 p.m., with occasional weekends, evenings, and out of area overnight travel.
-Travel within and outside the state, up to 10% of work time.
-Extensive external communication and coordination with public, tribes, Governor’s Office, state legislators and congressional staffers, other states, and federal government.
Closely related qualifying experience may be substituted for the required education on a year-by-year basis.
A Master’s degree in Invasive Species Ecology, Fisheries, Natural Resources Science, Environmental Studies, or a related field.
A minimum of five (5) years of progressively higher responsible management experience in the area of natural resources.
An in-depth understanding of AIS or relatable natural resources management principles, invasive species, or relatable natural resource law.
-Leadership and administration skills.
-Well-developed communication skills (written and oral) are required.
-Valid Driver’s License.
-Specific knowledge and experience managing aquatic invasive species.
Working knowledge and skills in:
-Strategic planning, comprehensive management systems, rapid response or incident command system management, total quality management, risk assessment.
-Team building, conflict resolution, negotiation, citizen participation strategies, research and evaluation design, invasive species resource management principles, grant acquisition, and administration.
-Personnel rules and regulations, budget development and management, cultural diversity, tribal interactions, staff motivation/supervision/mentoring, and communication strategies.
