Description
POSITION A Cultural Resources Program Support Specialist (Research Associate III Special) position is available with the Center for Environmental Management of Military Lands (CEMML). This position is located at Joint Base McGuire-Dix-Lakehurst, NJ. ORGANIZATION CEMML is a research, education and service unit within the Warner College of Natural Resources at Colorado State University (CSU). CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense (DoD) and other public lands. We provide technical support, conduct applied research, and offer career development and learning opportunities to support resource stewardship. RESPONSIBILITIES Coordinate records review, document control, and official administrative record, including installation survey reports, associated survey records, site and building inventory forms, correspondence, outreach materials, and documents related to policy and training. Update installation records, including hard copy and digital documents and assist in implementation of a document retrieval system in support of project review. Provide expertise in reviewing Real Property inventory data produced from ACES-RP or TRIREGA, especially for “not evaluated” properties. Verify historic status codes and identify “not routinely assessed” properties. Regularly and routinely communicate with USAF installation personnel and AFCEC IST Cultural Resources Specialist via in-person meetings, teleconferences, and email to provide technical expertise and guidance regarding all assigned tasks. Compile and coordinate monthly progress reporting for AFCEC and Installation CRM projects. Maintain and update hard copy and digital project review files, including correspondence, progress reports, data, project notes, and meeting minutes. Provide guidance and subject-matter expertise in support of the AFCEC IST to Installation personnel regarding Federal laws and regulations governing the protection and management of cultural resources, including but not limited to, National Historic Preservation Act (NHPA), Archaeological Resources Protection Act (ARPA), American Indian Religious Freedom Act (AIRFA), Native American Graves Protection and Repatriation Act (NHPA), National Environmental Policy Act (NEPA), Air Force Instruction (AFI) 32-7065, and AFI 90-2002. Provide cultural resource subject-matter expertise to review, analyze, and validate technical reports, compliance documents, Programmatic and Memorandum of Agreements; cultural resource surveys, and data reporting as pertain to the installation/regional CRM goals and requirements and applicable laws and regulations. Assist IST Cultural Resources Specialist and Installation Cultural Resource Managers with review of installation projects requiring review for compliance with NHPA and its implementing regulations (Section 106). Perform or review data collection, analysis, and validation for cultural resources management projects; troubleshoot and guide compliance where applicable. This position will provide subject-matter expertise in reviewing Integrated Cultural Resource Management Plans (ICRMPs) for Eastern Region Air Force Installations. This position will review draft installation ICRMPs and data tables for completeness and consistency, compile review comments, track installation review and signature, and upload draft and final documents to eDash and EMP. Coordinate documentation regarding government-to-government consultation efforts at the Leadership level under AFI 90-2002 and coordinate installation project-specific consultation efforts. Compile correspondence, memos for record, meeting notes, Installation Tribal Relations Plans (ITRPs), and training material and information. Take the lead in establishing a document control record for correspondence and communication with federally recognized Native American Tribes and Air Force interactions with those tribes.
Qualifications
MINIMUM QUALIFICATIONS •MS/MA in historic preservation, architectural history, public history, archaeology, anthropology, or related field, and knowledge and at least 5 years of experience with historic preservation, planning, and cultural resources management and other technical training pertinent to the position is required. •Experience with cultural resource project management from initial programming and planning to conclusion of the project, with little to no supervision. •Demonstrated knowledge working with U.S. federal historic preservation laws and regulations that govern federal historic preservation requirements, and have demonstrated experience carrying out consultation and compliance activities under those regulations. •Familiarity with Native American consultation meetings and activities related to government-to-government federal regulatory requirements and expectations. •Have a thorough understanding of most standard computer programs. •Excellent oral and written communication skills are required. •Must demonstrate knowledge of Department of Defense policies and processes, and military culture in general. •Must have a valid driver’s license or the ability to obtain a driver’s license by the employment start date. •Must have, or be able to obtain, a Department of Defense Common Access Card (CAC). •The successful candidate must be eligible to work in the United States by proposed start date. CEMML will not provide visa sponsorship for this position. •The successful candidate must be able to walk over uneven terrain in inclement weather. DESIRABLE QUALIFICATIONS •Prior experience in all aspects of cultural resource management, including historic property inventories/surveys, archaeological inventory and evaluation, National Register eligibility evaluation, as well as cataloging, data compilation, and report generation activities, are beneficial. •Experience working in highly structured organizations such as governmental agencies, the military, or corporations with clearly established lines of authority, procedures, and protocols is desirable. •Demonstrated experience acting with diplomacy and discretion at all organizational levels, work with a wide range of information, organize details, and meet deadlines is preferred. •Experience with and proficiency in IWIMS, ACES or TRIRIGA; Air Force eDash; EIAP; and other DoD databases; as well as SharePoint systems is also beneficial. •Previous work experience in the Mid-Atlantic states is desirable. •Working knowledge of ArcGIS and plus. •Demonstrated familiarity with cultural resource issues on U.S. military installations and extensive knowledge of Department of Defense and U.S. Air Force policies and processes relating to historic preservation and cultural resources management is a definitely preferred.
