In cooperation with the National Park Service Joshua Tree National Park (JOTR), the Great Basin Institute is recruiting to hire an experienced Data Management Specialist. This is not a field position. JOTR has a need to stay current with data management processes and technologies, and the park’s Science and Resource Stewardship (SRS) is seeking to update legacy data sets. The Specialist will work with JOTR staff to organize project data and reports, manage files and spatial data, and assist with summarizing legacy conservation efforts related to a broad spectrum of projects including, but not limited to, wildlife, cultural, and travel management. More specifically, the Specialist will:
- Work with NPS staff to establish standard operating procedures for effective data management and file organization
- Understand the varying data needs of the organization
- Implement data flow standards
- Draft policies to establish file structure and standardized naming conventions
- Assess tabular data files to create a master list of legacy project data with any associated file maintenance needs
- Design, develop, maintain, manage and report on databases and data updates
- Coordinate with park specialists to obtain necessary information to complete data tasks
- Reorganize, recover and rebuild cultural resource digital files (some of which may have recently been lost to a server failure)
- Provide technical assistance, training, and planning with field office staff on data management
- Complete spatial analysis and compile data for long-term survey datasets related to resource management
The incumbent must demonstrate strong organizational skills and thorough understanding of data management and file structure.
o 38-week appointment beginning September 2017 or upon on availability and completion of DOI Background Investigation
o 40 hours per week; some overtime may occasionally be required

o Bachelor’s degree in Computer Science, Management Information Systems, Business, or closely related field with coursework and/or experience that demonstrate understanding of the principles of electronic data management and organizational file structures, experience with geographic information systems (GIS) is a plus; Applicants with advanced degree encouraged to apply
o Maintain data in an organized manner that is easily understood and accessible to other staff;
o Prior experience working collaboratively in a multi-agency environment, desirable;
o Ability to work productively, consistently and cooperatively as part of a team to accomplish mutual goals
o Possess strong organizational skills and be very detail oriented
o Excellent troubleshooting skills
o Excellent written and verbal communication skills
o Ability to communicate clearly and efficiently with the public, coworkers, and Technical Advisors both orally and in writing, and respond in a professional manner to inquiries from the public regarding work activities
o Ability to work independently, organize time and work cognizant of deadlines.
o Experience using ArcGIS to create maps, analyze data, and organize layers, Data Driven Pages, Spatial Database Engines, and ArcGIS Online extensions will be highly beneficial
o Ability to pass National Sex Offender Public Registry (NSOPR) and federal criminal background checks.
o Successful applicant must complete a Department of Interior (DOI) Background Investigation (BI) or submit paperwork to NPS human resources indicating an active and fully adjudicated BI has already been completed prior to beginning position.
