Description
Serves as a Deputy to the Forest Supervisor with responsibility for the management, protection, and development of the forest resources on the National Forest. Duties Duties are listed at full performance level GS-14: Supervises 25% or more of the time. Represents the Forest Supervisor in any transaction affecting the Forest, either in-Service or out, with the same degree of authority to commit the Forest, but subject to post review by superior. Exercises final commitment authority to make administrative and technical decisions on all National Forest matters during absence of superior where authority is delegable. Provides leadership, allocates resources, and implements activities to accomplish Forest Service multicultural organization direction and Equal Opportunity and Civil Rights requirements, goals, policies, and objectives. Shares responsibility with the Forest Supervisor for providing technical and administrative leadership in and direction to all activities on the Forest. Specialized Experience Requirement: For the GS-13: You must have 1 yr specialized experience at or equivalent to the next lower grade level (GS-12).Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Qualifying specialized experience includes meeting two or more of the following: 1) Provided counsel to higher organizational levels concerning natural resource program issues and their current and anticipated effects; 2) Exercised program responsibilities that included one or more of the following: program development, planning, budgeting, or identifying workforce and organizational needs to establish and meet priorities; 3) Contacted local, county, and State representatives, civic groups, cooperators, permittees, members of the general public, and industry to discuss projects/issues/concerns. For the GS-14: You must have at least 1 yr specialized experience at or equivalent to the next lower level (GS-13). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Qualifying specialized experience includes meeting two or more of the following: 1) Provided counsel to higher organizational levels concerning district, forest or equivalent natural resource program issues and their current and anticipated effects; 2) Exercised direct program responsibilities that included district, forest or equivalent program development, planning, budgeting, and identifying workforce and organizational needs to establish and meet priorities; 3) Developed and sustained relationships with one or more of the following: external partners, members of the public, representatives of agencies or tribal governments, to anticipate and resolve natural resource management conflicts and issues. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
