- Job Announcement United States Forest Service – Deschutes National Forest Communications Resource Assistant 1 Position – Bend, OR Please respond by May 5th, 2023 ________________________ Delivering Benefits to a Multicultural Public – Resource Assistant Program The Northwest Youth Corps (NYC) in partnership with the United States Forest Service (USFS) Deschutes National Forest is advertising for one (1) Communications Resource Assistant (RA). The position will be located on the Deschutes National Forest, in the Supervisor’s Office in Bend, OR. This is an 8-month (32-week) full-time work experience from approximately June 2023 through January 2024. Created in 1984 and modeled after the Civilian Conservation Corps of the 1930s, NYC is a non-profit job training and experiential education program for youth and young adults to learn and work in the field of natural resource management. NYC will recruit and hire the selected RA candidates providing personnel and Human Resources HR needs during the placement. Duty Location: U.S. Forest Service Deschutes National Forest (NF), Supervisor’s Office, Bend, OR. Though some teleworking will be allowed, the position will require a regular presence in the office. While still in a COVID environment, if deemed low risk, participant may engage in public events. Some travel may be required, at the expense of the employer. Staff Area: Public Affairs Staff, Deschutes National Forest The Public Affairs staff of the Deschutes NF coordinates media relations, Congressional affairs, internal communications, employee engagement, social media, and website maintenance for the Deschutes National Forest. Overview: The U.S. Forest Service, Deschutes NF seeks an individual to primarily support the social media and website needs of the national forest. In addition, the candidate will be asked to support media relations through press release writing and media interviews under the guidance of the Public Affairs Staff Officer and the Public Affairs Specialist. The Deschutes NF manages 1.6 million acres of national forest land, primarily in Deschutes County, Oregon. The Public Affairs staff supports four administrative units across that acreage including: the Sisters Ranger District, Bend-Ft. Rock Ranger District, Crescent Ranger District, and the Redmond Air Center. In addition to those administrative units, the Deschutes NF manages the Newberry National Volcanic Monument, six Wild and Scenic Rivers, five Wildernesses, and three Scenic Byways, most notably the Cascade Lakes Scenic Byway. The Deschutes NF is a highly recreated national forest and has many high visibility projects and programs that make it a frequent focus of local, regional, and national attention. The Position The Resource Assistant Program is a rigorous and immersive paid internship for individuals interested in Forest Service careers. Resource Assistants (RAs) work with Forest Service staff to complete mission-critical work that demonstrates leadership, critical thinking, and strategic communication. Through direct training, experience, and exposure, RAs gain the tools to launch their natural and cultural resource careers. Through a partnership with Northwest Youth Corps (NYC), the selected Resource Assistant will support the Deschutes National Forest public affairs program, primarily through social media and web content, but will be asked to do other work such as media relations and supporting community events. This position requires qualifications of what a GS-5/7 positions requires (a degree from an accredited educational institution and some work experience). Position responsibilities will include: Engagement: • Explaining complex, scientific, or technical processes and giving public presentations on various technology platforms and media interviews. • Shooting, editing, and compiling short video materials to highlight forest activities and programs. • Working with Deschutes NF employees and partners to gather stories and materials to help tell the forests’ stories using video, social, media, websites, and more. Administrative: • Assist in maintaining and updating links on the Deschutes NF’s website. • Contribute to photo and video resources for the national forest and work in concert with the other Public Affairs staff to make those resources archived and available for use. Program Benefits: • $24,000 stipend, prorated monthly throughout internship • $1,000 monthly housing allowance (total of $8,000) • $2,750 for work-related training and professional development opportunities • $50 monthly commuter allowance (total of $400) • 60 hours of available PTO • Health care coverage offered, workers compensation, and FICA/Medicare • RA will have special United States Forest Service Direct Hire Authority upon completion of a minimum of 960 hours of service Position Requirements: • Strong oral and written communication skills, having these skills in both Spanish and English is highly desired but not required. • Technical and creative writing experience, ideally with a focus in environmental journalism. • Experience in shooting, editing (in Adobe Premiere Pro, preferred), and developing short videos. • Still photography experience. • Some graphic design experience in Adobe InDesign, Photoshop, Illustrator, or an equivalent software, is desired, but is not required. • Ability to work successfully as a part of a collaborative team to develop digital products. • Well-versed in website functionality and ability to learn new software tools to edit websites. No coding experience required. • Skilled in leveraging social media platforms particularly Twitter, Facebook, and Instagram. • Valid state driver’s license and ability to operate a motor vehicle by the time of employment. Government vehicles are available for work-related travel, but Resource Assistants are responsible for travel to and from duty station. • Successful completion of a background check. • Applicants must be U.S. citizens or permanent residents over 19 years of age. The Community of Bend Bend is the County seat (1916) of Deschutes County, in an area referred to in general as “Central Oregon”. It lies along the Deschutes River, in the eastern foothills of the Cascade Mountains in Oregon. It has a population of just over 100,000 people and continues to experience rapid population growth. The Deschutes NF was established in 1908, while the community of Bend was laid out in 1904. Vast timber resources as well as a highly developed canal system grew the City of Bend through most of the 1900s. Rapid growth in population has occurred since the 1990s. Currently, Bend is a center for tourism because of its proximity to lakes, lava beds, caves, and mountain and ski resorts, which are all a part of the lands the Deschutes NF manages. Central Oregon Community College and the Oregon State University – Cascades both provide higher education opportunities in Central Oregon. Bend and Central Oregon offer a diversity of lively arts and outdoor experiences. Bend has a very vibrant restaurant, music, and theater scene, which makes it a place many people want to call home. Due to the high desirability of Bend and Central Oregon for living, housing and rental prices are higher than many other areas in Oregon. In addition, the ability to find available housing can be challenging.
