Description
The Kentucky Energy and Environment Cabinet (EEC) presents an opportunity for you to make a difference in protecting the waters of the Commonwealth in a fast paced and collaborative environment. The Department for Environmental Protection (DEP), Division of Water's mission is to manage, protect and enhance the quality and quantity of the Commonwealth's water resources for present and future generations through voluntary, regulatory and educational programs. Currently the Division of Water seeks a candidate to serve in the Water Quality Certification (WQC) Section within the Water Resources Branch. The Environmental Scientist III position is a professional level position that allows the incumbent to work across agency and organizational lines, with the public and regulated community to provide technical, scientific assistance in reviewing applications that have impacts to the Commonwealth’s water resources for compliance with water quality standards and the Clean Water Act. Responsibilities include, but are not limited to, the following: Serves as a technical, scientific advisor for the 401 Water Quality Certification program. Evaluates certification applications to determine compliance with existing regulations including review of proposed project plans for protection of DOW designated waters and water quality standards. Determines compliance with environmental control regulations by conducting site visits for applications. Conducts and issues 401 Water Quality Certification using TEMPO. Reviews compliance monitoring reports and conducts on-site visits to determine if issued 401 Water Quality Certifications comply with certification conditions, requirements, and existing environmental regulations. Develops, interprets, and revises program specific policies and implements the programs necessary to carry out those policies. Provides technical assistance to department personnel and the regulated public in the interpretation, application and recommendation of 401 Water Quality Certifications. Participates in staff meetings, seminars and symposia regarding program and standards development. Attends public hearings that will affect the environment. The DOW offers flexibility in work schedules. Qualifications
Minimum Requirements EDUCATION: Graduate of a college or university with a bachelor's degree in a natural, biological or physical science OR Graduate of a college or university with a bachelor's degree including or supplemented by 20 semester hours in a natural, biological or physical science. EXPERIENCE, TRAINING, OR SKILLS: Three years of experience in natural resources, environmental control, or a related area. Substitute EDUCATION for EXPERIENCE: Graduate study in a natural, biological, or physical science will substitute for the required experience on a year-for-year basis. Substitute EXPERIENCE for EDUCATION: Experience in natural resources, environmental control, engineering, or a related area will substitute for the required education on a year-for-year basis. SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): NONE Working Conditions Work is typically performed in an office setting. Incumbents in this class may perform work in the field with frequent travel on a statewide basis. An incumbent in the position may be subject to adverse weather conditions, exposure to snake and insect bites, water-borne pathogens, broken glass, and rusty metal in streams. Electrocution from electro-fishing equipment is possible. Probationary Period This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
