Title: Fisheries Technician 1 (19-1156) Location: Salkum, Washington (98582) Anticipated Start Date: September 1, 2019 Position Type: Seasonal (6+ months but less than 12 months), Hourly/Non-Exempt Benefits Eligible: Yes | Salary Target: $15.00-$17.00/hour, DOE Job Number: 19-1156 How to Apply: Online at Closing Date: August 11, 2019 at Midnight PT Expected Start Date: September 1, 2019 Expected End Date: February 29, 2020 Position/Project Specifics: Pacific States Marine Fisheries Commission is looking for a motivated, upbeat Fisheries Technician 1 to assist with fisheries work at Tacoma Power's Cowlitz Monitoring locations in Cowlitz Falls and Salkum, WA. The successful candidate will work closely with Tacoma Power biologists, other PSMFC staff, and contracted staff to ensure study objectives are met. The successful candidate will support upper Cowlitz River Basin monitoring and evaluation by participating in spawner surveys, creel surveys, and other monitoring and evaluation activities occurring at fish facilities (hatcheries, adult fish handling facilities, and juvenile fish facilities). Upper Cowlitz Spawner Survey -- Duties will include weekly spawning ground surveys, and assist in other monitoring and evaluation efforts, as needed. Staff will walk rugged terrain in adverse conditions to sample adult carcasses. Duties may also include operating a variety of telemetry equipment to locate radio tagged adults. Staff may also operate small watercraft (both motorized and non-motorized). Maintain organized and accurate records. Upload data weekly, produce and submit summary of spawner survey related effort and results broken down by species on a weekly. Upper Cowlitz Creel Survey -- Assist with angler surveys to gather data on fisheries in the upper Cowlitz River. Staff will survey anglers throughout the basin and enter the data into an electronic database. The data will be QA/QC at the end of each week and a brief weekly report will be created and distributed to interested parties. The weekly report will include data summaries and detail any difficulties or anomalies encountered that week. Support other monitoring and evaluation needs in the basin -- Staff will assist with facilities functions at Barrier Dam sorting adult salmonids and Mayfield Fish Collection Facility sorting juveniles as well as on other necessary projects such as fry stranding or surveys to examine hydro operation impacts. Staff will also assist with release site assessments in the upper basin including deployment and retrieval of temperature loggers. This position requires the flexibility to work days, nights and weekends, in inclement weather, exposed to noise, water and heights (in and outside of the facility), the ability to climb stairs, stand for extended lengths of time, lift up to 50 pounds, following safety and security protocols. This position also requires working indoors using various computer programs, attending meetings, writing notes, reading, and conducting telephone and e-mail correspondence. PSMFC will not pay relocation or housing costs. ** This position requires a valid driver's license and all offers of employment will be contingent upon passing a driving record check. ** Essential Functions: (The functions listed below are characteristic of the type and level of work associated with this group and pay band. Individual positions may perform some or all, as well as other similar work.) • Perform basic fish handling activities (crowding, netting, identifying, enumerating, and scanning for PIT tags) • Operate, maintain, and download telemetry equipment. • Learn and become proficient, in anesthetizing and PIT-, radio, and acoustic tagging adult and juvenile fish. • Participate in weekly spawning ground surveys • Assist with Release Site Assessments • Conduct weekly reports and data summaries Knowledge Required by the Position: At the lower end of the range, employees use knowledge of basic arithmetic, reading, writing, and data collection to perform routine or repetitive tasks. At the upper end of the position range, employees use knowledge of the basic principles and protocols of fish biology to make readings, measurements, and observations; execute tests; collect samples, etc. If complex equipment systems are operated, the employee has the knowledge to perform calibrations or adjustments to achieve desired results. Mandatory Skills/Experience: • Experience with mark-recapture studies including radio telemetry, acoustic telemetry or PIT Tags • Valid driver's license • Lift 40-50 lbs • Demonstrated field work in inclement weather conditions • Ability to record detailed data • Associated Degree in Fishereis Science or related major • Experience operating, GPS, handheld data recorders, motorized/ non-motorized boats • Microsoft Access, Excel, and Word • Oral and written communication Desirable Skills/Experience: • Electronic Detection Technology • Carcass and Redd surveys • CPR/First Aid training • Ability to read sc ales, CWT snd Otoliths • Accurate and neat data collection • Fish Species ID Skills • Load boats on trailers • Tow and maneuver trailers Physical Demands: Demands can range from moderate --where there is walking, climbing stairs and ladders, reaching, lifting, bending, and strenuous sweeping-- to rigorous. In the latter case, the incumbent must be able to handle buckets of water or gear weighing up to 50 pounds. Long daily periods of hiking on uneven terrain, carrying equipment, swimming, and/or standing may be required. Camping out for extended periods may be required. Some work requires the ability to maintain footing in fast-moving water. Work Environment: The majority of work will occur in the field (~70%) with remaining effort being completed in the office (~30%). Minimum Qualification Requirements: At the lower end of the range, candidates must present six months of General Experience* OR one year of education above the high school level that included at least six semester hours in any combination of scientific or technical courses. An equivalent combination of experience and education is also qualifying. At the upper end of the range, candidates must present one year of Specialized Experience** OR a 4-year course of study above high school leading to a bachelor's degree with a major or at least 24 semester hours of coursework in any combination of scientific or technical courses. An equivalent combination of experience and education is also qualifying. Preference will be given to candidates with Associates Degree in Fisheries Science or related major. *General Experience is (1) any type of work that demonstrates the applicant's ability to perform the work of the position or (2) experience that provided a familiarity with biological sciences or the processes of the biological sciences. **Specialized Experience is experience that equips the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position being filled.
