STATE OF WYOMING invites applications for the position of: ENGS08-08940-Geospatial Technical Principal-Cheyenne SALARY: $19.93 - $24.91 Hourly LOCATION: Cheyenne OPENING DATE: 09/24/18 CLOSING DATE: Continuous DESCRIPTION AND FUNCTIONS: Open Until Filled GENERAL DESCRIPTION: Within the Department's enterprise GIS program, lead the implementation and ongoing administration of enterprise geospatial technologies, provide infrastructure and production environment support to SQL servers running an Esri ArcGIS Enterprise/SDE geodatabase solution, and develop enterprise-based geospatial solutions using Esri and other applicable tools in order to efficiently support management of fish, wildlife and their habitats and those who enjoy these resources. Human Resource Contact: 307-777-4507 ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level. •Lead and participate in discussions with the IT Branch, vendors, and others regarding implementation of ArcGIS Enterprise and its components within the agency IT infrastructure •Assist and participate in actual implementation activities •Provide ongoing administration of ArcGIS Enterprise, its components, and user management as it relates to the enterprise geospatial environment; provide database administration support to the enterprise geodatabase environment, including SQL queries and related workflows •Use scripting tools such as Python and related techniques to automate tasks or otherwise improve efficiencies in new and existing workflows; use the ArcGIS JavaScript API, Portal for ArcGIS and/or ArcGIS Online to design and configure online geospatially-oriented public business applications. •Develop useful mapping applications based on the GeoPDF-format app •Lead development of field geospatial data collecting solutions to support internal business applications •Lead contact on matters concerning use of Esri enterprise solutions for enterprise-based geospatial and mapping applications •Ongoing maintenance and documentation of long-term geospatial solutions implemented for public and/or internal consumption •Participate in project development with GIS end-users and program supervisors including the creation of maps that will be utilized for signage by the Department •Develop and document major procedures and processes for review, use and implementation •Address requests for technical support from GIS/GPS end-users, as assigned •Coordinate with colleagues in the GIS field to advance GIS concepts, training opportunities, standards development, etc •Communicate the value and benefits of geospatial solutions via oral presentation, written documentation or through discussion •Use geospatial technologies to advance Department program efforts and to produce derivative products for consumption by others •Research and assist the integration of enterprise geospatial technologies, and solutions derived therefrom, with the overall business and information needs the agency. QUALIFICATIONS: PREFERENCES/**AGENCY REQUIREMENTS: Preference may be given to those with a Bachelor's Degree in geospatial technologies or a natural resources field, and/or having regularly applied the use of geospatial technologies in a natural resources field. **Must have a valid drivers license. KNOWLEDGE: •Demonstrated knowledge and skills or ability to acquire knowledge and skills pertaining to Esri enterprise geospatial technology solutions and their implementation and administration. •Demonstrated skills in design of custom geospatial solutions, including use of the ArcGIS JavaScript API, Python and other appropriate resources. •Proficiency in GIS concepts, analyses and tools, and skills in project design, development and management, geoprocessing operations, integration of geospatial technologies and end-user support. •Knowledge of client-server database connectivity and associated workflows, as well as of relational database management systems (specifically SQL Server), their operation and maintenance. •Knowledge of basic information technologies, potential configurations and recommended system requirements that address Internet-based GIS applications and enterprise geodatabase management solutions. •Written and oral communications skills to facilitate project presentations and discussions with individuals representing a variety of interests and organizational levels (in and outside of the Department). •Investigative, organizational and research skills necessary to facilitate development of technical GIS solutions, processes and standards. •Ability to understand, process, interpret and analyze data collected or derived primarily from the field of wildlife management. MINIMUM QUALIFICATIONS: Education: Bachelor's Degree (typically in Geography or GIS) Experience: 0-2 years of progressive work experience (typically in Geography or GIS) with acquired knowledge at the level of Geospatial Technology Analyst. OR Education & Experience Substitution: 3-5 years of progressive work experience (typically in Geography or GIS) with acquired knowledge at the level of a Geospatial Technology Analyst.
