A full-time appointment for a qualified GIS Specialist (Research Associate I) position is available with CEMML and duty-stationed on Guam in compliance with the U.S. Fish & Wildlife Service Mariana Islands Training and Testing Biological Opinion of 2015 and the Navy-funded Project Statement of Work that implement regional biosecurity measures to prevent introduction and promote control and management of invasive species. In fulfillment of these objectives, the GIS Specialist will develop, maintain, and provide GIS data and maps, conduct geospatial analyses, manage mobile geospatial data collection apps and other GPS and desktop GIS applications, and conduct basic statistical analyses of biological data. This position requires excellent interpersonal skills, collaboration, flexibility, and diplomacy, in coordinating with project proponents and managers, as well as Navy Installation GIS Managers. Required Job Qualifications Bachelor’s degree from an accredited four-year college or university in Geographic Information Systems, Computer Science, Geography, or another related technical field. Minimum of one (1) year of professional work experience with GIS software (i.e. ESRI ArcGIS/ArcGIS Pro 10.x software, Arc Catalog software, ESRI ArcGIS Online) is required. Course work will not be included. Have a thorough understanding of ESRI’s ArcGIS Collector, ArcGIS Survey123, or similar mobile and desktop GIS applications. Minimum of six (6) months of professional work experience with Trimble GPS and TerraSync software. Experience administering large geospatial datasets and applying tabular attribution information using ArcGIS Pro or similar software. Experience conducting statistical analyses of biological or environmental data using R, SPSS, SAS or other statistical software. Ability to prepare information in various formats (e.g., maps, spreadsheets, slides) for field operations, and network operations when requested. Ability to pass a federal background check in order to obtain a DoD Common Access Card (CAC). Must have a valid driver’s license or the ability to obtain a driver’s license by the employment start date. The successful candidate must be legally authorized to work in the United States by proposed start date. CEMML will not provide visa sponsorship for this position. Must be able to walk several consecutive miles while carrying gear of up to 35 pounds in a hot tropical environment on uneven terrain. Preferred Job Qualifications More than one (1) year of experience using GIS and managing geospatial data including data collection, digitizing, attribution and documentation (metadata) is preferred. Experience with and knowledge of best data management practices, specifically building/maintaining relational databases (e.g., MS Access) and/or file geodatabases is desirable. Familiarity with DoD’s GIS Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE) Knowledge and experience with automation processes such as python scripting and/or SQL. Experience with project development and execution. Excellent oral written communication skills and experience with technical report writing. Proactive; comfortable taking the lead, and working with some ambiguity. Ability to provide effective solutions based on available information and the commitment to follow-through. Excellent organizational skills and the ability to work independently with a wide range of data and meet deadlines. Ability to act with diplomacy and discretion at all organizational levels with excellent judgment, interpersonal, and communication skills is highly desirable Demonstrated familiarity with military culture and its established lines of authority, procedures, and protocols is beneficial.
