- 2023.014R JOB DESCRIPTION POSITION TITLE: Habitat Restoration Biologist DEPARTMENT: Natural Resources – Fisheries Program LOCATION: Plummer, Idaho REPORTS TO: Fisheries Division Manager SALARY RANGE: $45,000 - $74,000 DOE/Q DURATION: BPA funding Summary of Duties and Responsibilities This position is permanent full-time with the incumbent being responsible for designing and implementing projects to enhance stream and riparian habitats and documenting the benefit to native fishes through effectiveness monitoring. Must show the highest of professional standards and promotes a positive image of the Tribe and its administration at all times. 1. Develop and communicate restoration plans to Tribal government, affected landowners, agencies, and local government. 2. Complete preliminary project specifications for habitat restoration work in targeted watersheds. 3. Negotiate landowner agreements and complete required permits for construction of projects, including: increasing connectivity between streams and floodplains to improve physical habitat conditions and ecological functions, restricting of steam/road crossings, reducing sediment transport to streams from forest roads and implementation of structural BMP’s. 4. Develop and administer contractual agreements to assist with design and implementation of projects as needed. 5. Work with a crew to coordinate implementation of construction work on stream and wetland restoration, fish passage projects and road rehabilitation. 6. Supervise collection of data to inform status, trend and effectiveness monitoring of projects. . 7. Foster interagency cooperation and coordination through planning and implementing projects to enhance the effectiveness of ongoing efforts. 8. Generate community support for non-point source (NPS) abatement efforts. 9. Maintain databases and analyze fisheries habitat and population data. 10. Write both technical and non-technical reports and assist with developing grant proposals. 11. Prepare and administer scopes of work and budgets. 12. Perform other duties as assigned to promote the efficiency and effectiveness of the department. Desired Qualifications 1. Master of Science (M.S.) degree in fisheries, engineering, water resources management or related field. 2. Extensive knowledge of habitat restoration principles and applications. 3. Experience with NEPA compliance requirements and project permitting. 4. Demonstrated proficiency in technical writing and/or grant writing. 5. Ability to work and communicate with the public. 2 Minimum Qualifications 1. Must support the Coeur d’Alene Tribe’s: vision, mission, and core values per Coeur d’Alene Tribal Resolution 015(2020). 2. COVID19 vaccination including booster required – attach vaccination card. 3. Must comply with all other Tribal/Departmental Health Policies. 4. Bachelor of Science (B.S.) degree in a field related to natural resource management with an emphasis on applied science 5. Requires 4 – 6 years of professional experience in natural resource management. 6. Excellent organizational and communication skills (written and oral). 7. Proficient in the use of a variety of computer software applications and technical field equipment. 8. Must have a current driver’s license in good standing, with the application and during employment, to operate a Government vehicle 9.
