THREE (3) OPENINGS FULL-TIME/PERMANENT HABITAT RESTORATION ENGINEERS ENVIRONMENTAL ENGINEER 2 OR 3 Habitat Program - Restoration Division Olympia, Washington - Thurston County This recruitment is posted continuously and will remain open until selections are made. We are recruiting to fill these positions at either the Environmental Engineer 2 or 3 level. The selected candidates will be hired into either class based on qualifications. Depending on which level you are hired at, your salary will be as follows: Environmental Engineer 2: $64,788.00 - $85,020.00 Environmental Engineer 3: $75,120.00 - $98,592.00 With that in mind, Picture yourself combining your engineering expertise and project management skills and abilities to develop complex projects for habitat restoration, fish passage, and bank protection projects. In this dynamic role you will serve as the Department’s habitat engineering representative on technical issues associated with the planning and/or review of proposals/designs and existing county, state and federal environmental permits and permit applications for work affecting fish and wildlife. Through building collaboration and teamwork, you provide statewide professional engineering technical assistance to Habitat Program staff and others (within WDFW and outside the agency) involved in aquatic habitat restoration work. We are seeking candidates with demonstrated values matching those of WDFW: Accountability, Service, Professionalism, Integrity, Respect, and Empathy (ASPIRE). Duties Our Habitat Restoration Engineers, Technical Assistance: Specializes in reviews, negotiations and recommendations for approval or disapproval of plans, proposals, and designs for bank protection, fish habitat enhancement and restoration, stormwater, flood hazard reduction, and mitigation for various instream projects submitted as part of the agency regulatory and technical assistance functions. Liaison with other agency personnel, state and federal agencies, and local governments to resolve complex engineering issues. Provides technical assistance for designs of proposals for work affecting fish and wildlife habitats. Project Design: Performs and assists design calculations for fish passage analysis, geomorphology, stream hydrology, open channel flow and backwater hydraulics, placement of wood in streams, estuarine and nearshore hydraulics, structural analysis, and sediment transport. Training and Documents: Researches, writes, and develops aquatic habitat guidelines for the design of fish passage, bank protection, stream restoration, marine shoreline protection, screening and habitat restoration, flood hazard management, and other instream and nearshore activities and techniques. WORKING CONDITIONS: Work Setting, including hazards: Work is performed in an office and outdoor environment - approximately 70% office work and 30% field work. Office work requires using computers, answering phones, reviewing designs, writing comments, developing designs and guidance documents. Field work includes hiking and wading streams and marshes in rough weather conditions. Schedule: 40 hours per week, typically on weekdays, specific schedule is negotiable. Workload demands may require work outside the assigned work hours and adjustment of work schedules. Travel Requirements: Travel throughout the state to evaluate site conditions and attend meetings is required. Periods of overnight travel will be required, and work hours often exceed the standard 8:00 a.m. to 5:00 p.m. workday. Tools and Equipment: Phones, computers, surveying equipment, pressure transducers, and flow meters. Customer Interactions: Interaction with tribes, federal, state, and local governments, politicians, engineers, biologists, scientists, restoration groups and the public is frequently required. Qualifications
Qualifications REQUIRED QUALIFICATIONS: To be considered at the Environmental Engineer 2: An Engineer-In-Training Certificate or a Bachelor's degree with a major study in one of the following engineering fields: sanitary, civil, geotechnical, water resource, environmental, or a related field. AND Two (2) years of environmental engineering experience. Please Note: A Master's degree with major study in one of the above fields may substitute for one (1) year of experience. PREFERRED QUALIFICATIONS – EE2: Additional relevant education and experience pertaining to habitat restoration, fish passage, fish screening, bank protection, geomorphology, civil engineering design, AutoCAD Civil 3D drafting, surveying, construction inspection, project management, and permitting. Ability to prepare and interpret engineering plans, reports, specifications, and contract documents. Knowledge of fish and wildlife habitats and life history needs and requirements. Knowledge of environmental permitting and regulatory processes. Knowledge of construction related impacts to aquatic and riparian habitats, best management practices and mitigation measures. Experience developing and implementing training and presentations. REQUIRED QUALIFICATIONS: To be considered at the Environmental Engineer 3: Registration as a Professional Engineer in the state of Washington (as required by RCW 18.43) or another state based on registration requirements equivalent to those in Washington. Please Note: Requirements for professional registration as an engineer in the state of Washington are eight (8) years of professional experience (which may include up to four (4) years of college-level engineering education) and successful completion of sixteen (16) hours of professional licensing exams. Applicants qualifying through the licensing equivalency option must achieve professional registration as an engineer in the state of Washington within six (6) months of appointment to this class. PREFERRED QUALIFICATIONS - EE3: A Master's degree with major study in one (1) of the following engineering fields: sanitary water resource, civil, geotechnical, environmental, chemical, mechanical, or a related field. AND Registration as a Professional Engineer in the state of Washington or another state based on registration requirements equivalent to those in Washington. AND Two (2) years of experience in environmental engineering. OR An Engineer-In-Training Certificate or a Bachelor's degree with a major study in one (1) of the following engineering fields: sanitary, civil, geotechnical, water resources, environmental, chemical, mechanical, or a related field. AND Registration as a Professional Engineer in the state of Washington or another state based on registration requirements equivalent to those in Washington. AND Three (3) years of experience in environmental engineering.
