- State of Wyoming Logo STATE OF WYOMING invites applications for the position of: FIAC10-2023-00607-License Accounting Supervisor-Cheyenne SALARY: $5,161.87 - $6,451.47 Monthly LOCATION: Cheyenne OPENING DATE: 03/13/23 CLOSING DATE: Continuous DESCRIPTION AND FUNCTIONS: Open Until Filled GENERAL DESCRIPTION: The Wyoming Game and Fish Department is seeking a License Accounting Supervisor in Cheyenne, WY. This position is responsible for supervision and leadership support to four (4) direct reports. The License Accounting Supervisor is responsible for the accounting of all automated and manual license transactions for all sportspersons for hunting, fishing, and trapping licenses, watercraft registrations, commercial license issuance, and special licenses and permits. Manages all license-selling agents in the State of Wyoming. Human Resource Contact: Laura Curtis 307-777-4507 ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level. License Accounting Supervisor: Reviews the work of one Senior License Accountant (FIAC08), two License Accountants (FIAC07), and one Mail Room Clerk (BAMR04). Responsible for the preparation of all goals, midterm appraisals, and annual performance appraisals. Establish timelines and processes for effective workflow based on variables including staffing, workload, and statutory and regulatory deadlines. Delegates workflow and special projects to members of the accounting section as necessary and/or passed down from Division management or Administration. Conduct timely training sessions for all section employees regarding new or changed statutes, regulations, rules, processes and system changes to watercraft registrations, license selling agent requirements, inventory, and auditing to ensure consistent application. Conducts timely training for regional office managers regarding process and system changes to ensure consistent application. Management of all aspects of managing 250+ internal and external license-selling agents located throughout the state of Wyoming, which accounts for 640,000 licenses issued for over $14,000,000 in revenue for the Department in sales from automated and manual licenses selling agents. Serves as primary contact for any research or problem resolution involving any accounting transactions related to license sales resulting from manual or automated sales. Oversee review, approval, or denial of automated license documents submitted for void credit and monthly license sales audits for manual license sales. Invoicing of manual license sales and posting payments received from manual licenses. Oversee the administration of the electronic payment of weekly and monthly license-selling agents. Provide information and respond to questions from license-selling agents regarding the electronic payment process. Responsible for verifying for accuracy, completeness, and timeliness of various license-related reports including calculating, reconciling, and investigating variances and correcting any changes. Distribution and allocation of payment transactions received to appropriate revenue codes for daily deposits and reconciling deposits received with distributions to revenue codes for manual sales. Maintain account balances for all internal and external license-selling agents to include monitoring, researching, reconciling, and resolving account discrepancies in a timely manner. Notify license-selling agents of their account balances, including late payment notices and demand payment letters. Identifying account overpayments remitted by automated and manual license-selling agents and researching, and analyzing how to apply the overpayment on the account. Creating accounting journal entries for any special adjustments required for correcting account balances for license-selling agents. Compilation and creation of various sales reports for the Department including annual statewide sales report, license sales by agent account, license sales by county, monthly sales cumulative comparison from current year vs. prior year, sales by the method of sale, and five-year license sales reports which are published in the Department Annual Report. Compilation and presentation to the Fiscal Administration of the request for annual write-offs for uncollectible license-selling agent account shortages. Coordination with Fiscal Cashier regarding turning uncollectible accounts over to collection agency. Coordination with Attorney General Representative regarding legal action for pursuing collection of balances due from license-selling agents. Administer the process for soliciting, accepting, and processing applications from business owners requesting to become authorized external license-selling agents for the Department. Coordinates advertisements, telephone contacts, written correspondence with applicants, receiving applications, requesting and receiving game warden, regional wildlife supervisor, and district commissioner evaluations and approvals of applicants. Administers the annual renewal application and bonding process. Prepare and mail all documentation to license selling agents. Update the internal electronic license system of any changes to the license selling agent. Responsible for updating or creating all manual and electronic records for license-selling agent accounts after each commission meeting and the annual renewal and bonding. This includes adding, updating, or modifying internal electronic license systems and updating the Department website. This process involves verifying proper system controls are in place to ensure each license-selling agent can only sell license products authorized by the Wyoming Game and Fish Commission and the agents have proper billing/invoicing parameters, electronic payment processing, etc. Responsible for receiving and maintaining Oath of Office forms for all license-selling agents and their sales clerks prior to being authorized to issue licenses. Works closely with the License Section Manager and Information Technology programmers to test and maintain the reliability and accuracy of the Control Center, the online watercraft, and aquatic invasive species (AIS) systems. This includes the Control Center (internal system for managing accounting, watercraft, and AIS. Comprehensive understanding of the purpose and functionality of these systems and their relationships within and between other Electronic License Systems. Comprehensive understanding of SQL to query license data. Maintains an understanding of the relationship of these systems with the Department Cashier to ensure the accuracy of the reporting of license sales. Management of the Control Center for all inventory in the Electronic License Systems (ELS) for the physical stock of license books issued to and returned from internal and external license-selling agents. Compilation and creation of various sales reports for the Department including annual statewide sales report, license sales by agent account, license sales by county, monthly sales cumulative comparison from current year vs. prior year, sales by the method of sale, and five-year license sales reports which are published in the Department Annual Report. Management of all special licenses issued under W.S. 23-1-705. Interpretation and explanation of Statutes and regulations. Work front license sales counter to assist the general public in issuing licenses, and watercraft registrations, accepting limited quota draw applications, answering questions, and disseminating information on complex State Statutes, Commission Regulations, and department policies which includes managing a cash fund, making change, reconciling daily sales and reporting and the preparation of funds for deposit. Responsible for over-the-counter sales which includes understanding complex rules and regulations related to a multitude of licenses, explaining rules and regulations to the public, making the determination if the applicant has met the requirement for obtaining the license; issuing licenses using the ELS automated license system in accordance with statutes and regulations, collecting fees, balancing cash box, and preparing reports for licenses sold, void, etc. for preparation of daily deposit. Responsible for over-the-counter watercraft registrations for new registrations, renewals, and transfers of ownership which includes understanding federal guidelines, statutes, and regulations related to watercraft registration, explaining rules and regulations to the public, making the determination if the applicant has met the requirements for obtaining the watercraft registration, issuing registrations in accordance with federal guidelines, statutes and regulations, entering transactions using ELS automated license system, collecting fees, balancing cash box, and preparing reports for preparation of daily deposit. Answer detailed inquiries relative to hunting, fishing, preference point and super tag application procedures, license purchase, and hunting and fishing opportunities. Disseminate information on State Statutes, Commission regulations, and Department Policies when answering the Department's customer service phone number.

- PREFERENCES/**AGENCY REQUIREMENTS: Preference will be given to those with a Bachelor's Degree (typically in Accounting or Business) plus three years of progressive work experience (typically in Accounting or Business) with acquired knowledge at the level of a Senior Accounting Analyst. Preference will be given to those with prior supervisory experience. **Must have a valid drivers license. KNOWLEDGE: Supervision and leadership of professional staff. Ability to interpret and facilitate compliance with federal, state, and Department requirements. Knowledge of state statutes, regulations, and policies related to licensing and accounting. Ability to succinctly and coherently communicate verbally and in writing. Ability to prioritize work based on workload/seasonal fluctuations requiring a different emphasis on assigned tasks (ex. license auditing, seasonal sales, research requests) to meet daily, weekly, monthly, and annual requirements. Utilizing and understanding complex financial systems. Maintain adequate communication with the section, other licensing supervisors, and internal and external customers. Ability to proactively anticipate and facilitate changes needed to internal procedures and processes. Ability to acquire, analyze and report data. Skills in public speaking and interpersonal communications with the ability to deal with all facets of the general public both through phone and personal contact to include dealing calmly with an irate customer and communicating complicated rules and regulations coherently in laymen’s terms without any distortion. Proficient with Microsoft Office Suite, including Word, Excel, and Access. Knowledge of Generally Accepted Accounting Principles, as they are applied to government accounting systems. MINIMUM QUALIFICATIONS: Education: Bachelor's Degree (typically in Finance) Experience: 1-2 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Analyst OR Education & Experience Substitution: 4-6 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Analyst Certificates, Licenses, Registrations: None NECESSARY SPECIAL REQUIREMENTS: PHYSICAL WORKING CONDITIONS: Typically, the employee may sit comfortably to perform the work; however, there may be some walking, standing, bending, driving an automobile, etc. Ability to lift and transport various types of license inventory weighing between 25 and 50 pounds.
