Description
The Wyoming Game and Fish Department is seeking a License Sales Supervisor in Cheyenne, Wyoming. This position is responsible for supervision and leadership support to five (5) direct reports and at-will contract employees. The License Sales Supervisor is responsible for the manual and automated license sales for all sportsmen for hunting, fishing, and trapping licenses, watercraft registrations, commercial license issuance, special permits, and lifetime licenses, and the training of license selling agents in the State of Wyoming. The License Sales Supervisor is responsible for the telephone information center, the main information telephone contact for the Department. License Sales Supervisor: Reviews the work of two License Accountants (FIAC07), three License Accountant Representatives (BAAS06), and AWEC License Representatives (BAAS05). Responsible for the preparation of all goals, midterm appraisals, and annual performance appraisals. Responsible for the preparation of all goals, midterm appraisals, and annual performance appraisals. Establish timelines and processes for effective workflow based on variables including staffing, workload, and statutory and regulatory deadlines. Delegates workflow and special projects to members of the sales section as necessary. Conduct frequent meetings with the sales section to assist in the monitoring of section workload and project status. Conduct timely training sessions for all section employees regarding new or changed statutes, regulations, rules, processes and system changes to ensure the Electronic Licensing System Internet Point of Sale (IPOS) consistent application. Conducts timely training for regional office managers regarding process and system changes to consistent application. Conduct timely training sessions for sales section employees regarding new or changed statutes, regulations, rules, processes, and system changes for answering telephone information center calls consistently. Responsible for training staff to answer telephone information center calls. Routinely answers detailed inquiries relative to hunting, fishing, preference point and super tag application procedures, license purchase, and hunting and fishing opportunities. Disseminate information on State Statutes, Commission regulations, and Department Policies when answering the Department's customer service phone number. Responsible for identifying, documenting, and resolving issues with the operation of the iPOS and Control Center sub-subsystems that require programming code modifications. Serves as primary contact for any research or problem resolution involving any sales transactions related to license issuance resulting from manual or automated sales. Responsible for user testing of any modifications to the iPOS and Control Center sub-systems of the Electronic License Service (ELS) system for license issuance as a result of statutory, regulatory, or process changes. This includes communicating and working with internal technology staff to ensure programming modifications meet the needs of the Department. Responsible for the development and maintenance of user documentation for the iPOS and Control Center sub-systems used by both internal and external users. Serves as the primary contact for research and problem resolution related to educating license-selling agents on the proper procedures for interpreting rules and regulations, issuing licenses, and reporting sales. Serves as the primary contact for inquiries from license-selling agents regarding processes or procedures on manual or automated license sales. Responsible for the development and maintenance of training materials including an electronic training environment used to conduct training classes, training exercises, training manuals, etc. Responsible for notification and scheduling of training classes for both internal and external license-selling agents. Responsible for conducting the training classes. Responsible for follow-up with license-selling agents after training classes. Responsible for ensuring all license sale product records are properly loaded into the Electronic License Service (ELS) system. This includes the price of the product, what agent types can sell the product, when the products are available for sale, minimum/maximum age requirements, residency, etc. Responsible for ensuring all limited quota records for leftover license sales are loaded into the system. This includes the species, hunt area, hunt type, exception area indicator, difficult access indicator, season close dates, quantity available for sale, etc. Responsible for ensuring other related system records that control license limits, etc., are properly set up for license sales. Customer service issues occurring at the Headquarters office front counter of the Wyoming Game and Fish Department - At times, this position may be called to the front counter to deal with customers who have problems related to licensing sales. Responsible for the receipt of any written complaints from customers relating to license sales from external license-selling agents. This includes preparing documentation for review by the License Review Board for resolution action. Responsible for over-the-counter sales which includes understanding complex rules and regulations related to a multitude of licenses, explaining rules and regulations to the public, making the determination if the applicant has met the requirement for obtaining the license; issuing licenses using the ELS automated license system in accordance with statutes and regulations, collecting fees, balancing cash box, and preparing reports for licenses sold, void, etc. for preparation of daily deposit. Responsible for over-the-counter watercraft registrations for new registrations, renewals, and transfers of ownership which includes understanding federal guidelines, statutes, and regulations related to watercraft registration, explaining rules and regulations to the public, making the determination if the applicant has met the requirements for obtaining the watercraft registration, issuing registrations in accordance with federal guidelines, statutes and regulations, entering transactions using ELS automated license system, collecting fees, balancing cash box, and preparing reports for preparation of daily deposit.
Qualifications
PREFERENCES/**AGENCY REQUIREMENTS: Preference will be given to those possessing a Bachelor's Degree (typically in Accounting or Business) plus three years of progressive work experience (typically in Accounting or Business) with acquired knowledge at the level of a Senior Accounting Analyst. Preference will be given to those with prior customer service center and supervisory experience. **Must have a valid driver's license. KNOWLEDGE: Supervision and leadership of professional staff. Ability to interpret and facilitate compliance with federal, state, and Department requirements. Knowledge of internal controls over accounting applications. Knowledge of state statutes, regulations, and policies related to licensing and accounting. Ability to succinctly and coherently communicate verbally and in writing. Ability to prioritize work based on workload/seasonal fluctuations requiring a different emphasis on assigned tasks (ex. license auditing, seasonal sales, research requests) to meet daily, weekly, monthly, and annual requirements. Utilizing and understanding complex financial systems. Maintain adequate communication with the section, other licensing supervisors, and internal and external customers. Ability to proactively anticipate and facilitate changes needed to internal procedures and processes. Ability to acquire, analyze and report data. Skills in public speaking and interpersonal communications with the ability to deal with all facets of the general public both through phone and personal contact to include dealing calmly with an irate customer and communicating complicated rules and regulations coherently in laymen’s terms without any distortion. Proficient with Microsoft Office Suite, including Word, Excel, and Access. MINIMUM QUALIFICATIONS: Education: Bachelor's Degree (typically in Finance) Experience: 1-2 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Analyst OR Education & Experience Substitution: 4-6 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Analyst Certificates, Licenses, Registrations: None NECESSARY SPECIAL REQUIREMENTS: PHYSICAL WORKING CONDITIONS: The employee may spend hours answering calls for the telephone information center during peak periods. Typically, the employee may sit comfortably to perform the work; however, there may be some walking, standing, bending, driving an automobile, etc. Ability to lift and transport various types of license inventory weighing between 25 and 50 pounds.
