Position Details This full-time unrepresented position is exempt from civil service law and has a duty station at our Headquarters building in Olympia, Washington. Within the organizational chart, this position is located in the Ecosystem Recovery Team under Integrated Planning Program. We are looking for someone that meets the experience and education requirements listed below, but we also are looking for lived experience. The Partnership offers a modern hybrid work environment, which includes both remote and office building settings in Olympia, Tacoma, and Seattle. All staff are required to report to offices and work sites as needed, including this position. You may be required to work in an office setting more frequently than others if you’re unable to effectively conduct work remotely or as business needs arise. You will be expected to report to the Olympia office on your first day of employment for onboarding. Regular travel throughout the state may be necessary for this position. The annual range of compensation is between $77,772 - $85,078 depending upon qualifications, although the expected hiring salary will typically be less than the top of the range, to allow for growth and development movement. We encourage applicants from outside of Washington to apply! The successful candidate would be required to relocate to Washington state within 30 days of the appointment date. The expectation of this position’s starting appointment date is in April 2023. A little bit about the Ecosystem Recovery Team The Ecosystem Recovery Team works closely with the region’s Local Integrating Organizations and salmon recovery Lead Entities to align actions, remove barriers, and direct resources to advance the most important actions embedded in recovery plans. This team empowers partners and decision-makers to be well-informed by providing resources, offering technical assistance, and helping to craft regional solutions to overcome barriers. Duties Some of the duties include: Collaboratively develop and steward the vision for the LIO Program – identify goals and results for the LIO Program and ensure they are incorporated into the agency work plan for staffing support and that LIO contracts enable LIOs to work towards Program goals Lead LIOs in the process of determining local priorities for Puget Sound recovery, and the implementation of those priorities, including alignment with Action Agenda targets and outcomes Develop agendas for and facilitate monthly and quarterly LIO coordinator meetings Develop an LIO Program work plan that aligns and coordinates with other agency work, including but not limited to Boards, Planning, Adaptive Systems, Science and Monitoring, Strategic Funding Team, and Equity and Environmental Justice Team Lead development and finalization of work for LIO capacity coordination contract template and amendment guidance Strengthen and adaptively manage pathways for integrating local priorities into relevant regional decision-making systems (conversations, work plans, and recovery plans) – includes coordinating and improving the LIO coordinator collective policy project and Board meetings local forums Lead communications to agency and LIO partners on aspects of LIO program and other relevant information Serve as Partnership LIO Program lead and represent the LIO system to ensure that local priorities for ecosystem recovery are advanced in these systems by collaborating with EPA, Strategic Initiative Leads, and Partnership boards, and a diverse set of local, tribal, state, and federal partners Support ERCs with contract negotiations and amendments for LIO capacity coordination grants Be an active and engaged member of the Ecosystem Recovery Coordinators Team and the Integrated Planning Program within the Partnership Actively pursue and contribute to agency DEI and EJ initiatives
Qualifications
Required Qualifications: Bachelor’s degree or higher in natural resource management or related field or lived experience equivalent to competencies in natural science or natural resource planning-related field work (e.g. management of salmon hatcheries, expertise developed from Tribal, Native, and Indigenous knowledge and practices, etc.) and five years of professional experience. OR Associate’s degree in natural resource management or related field or lived experience equivalent to competencies in natural science or natural resource planning-related field work (e.g. management of salmon hatcheries, expertise developed from Tribal, Native, and Indigenous knowledge and practices, etc.) and seven years of professional experience. OR Nine years of professional experience in natural resource management or related field or lived experience equivalent to competencies in natural science or natural resource planning-related field work (e.g. management of salmon hatcheries, expertise developed from Tribal, Native, and Indigenous knowledge and practices, etc.) AND Strategic thinker with the ability to set a long-term vision for the program and support the execution of the vision Experience in program and project management Experience in committee facilitation, synthesizing perspectives, and moving forward to next steps Knowledge of federal, state, and regional funding programs and annual/biennial funding cycles Experience in managing contracts, monitoring and tracking progress Experience working with local jurisdictions and tribes Experience with adaptive management and natural resource planning Knowledge of institutions governing and implementing key habitat, harvest, and hatchery management programs Familiarity with state legislative process Commitment to advancing justice, diversity, equity and inclusion efforts Preferred Qualifications: Master’s degree or higher in natural resource management or a related field Experience in natural resource monitoring Knowledge of ecosystem-based management Knowledge of the Puget Sound Action Agenda Knowledge of the Puget Sound Salmon Recovery Plan Knowledge of ecology and population biology of salmonids Knowledge of Endangered Species Act recovery planning Experience in conflict resolution/mediation between parties over natural resource issues
