- Help the Oregon Department of Fish and Wildlife fulfill its mission: To protect and enhance Oregon's fish and wildlife and their habitats for use and enjoyment by present and future generations. This position is with the Oregon Department of Fish and Wildlife (ODFW) located in Bend. What you will do: • This position is responsible for providing agency oversight and representation in the implementation of the protection, enhancement and mitigation measures included in the Settlement Agreement within the Federal Energy Regulatory Commission license of the Pelton-Round Butte Project. The terms of this agreement identify developmental and operational conditions to be undertaken by the joint project owners: Portland General Electric (PGE) and the Confederated Tribes of the Warm Springs (CTWS) to mitigate the impacts of the hydroelectric project on fish and wildlife resources. As co-managers of the state’s fish and wildlife resources, ODFW is authorized to participate in coordination with state, federal, tribal agencies and private entitles in the implementation of protection, mitigation and enhancement measures. This position will make recommendations to license holders regarding study plans, review data collection and monitor progress towards stated goals and objectives. Specific role of the position is to provide agency oversight of the License Fish Passage Plan in support of the reintroduction of anadromous species above the Project. • Oversee the smolt acclimation program for Spring Chinook Salmon and summer steelhead including the programming, transfer, operation, and maintenance of smolt acclimation facilities. Coordinate with hatcheries (Round Butte, Wizard Falls, and Fall River) and PGE biologists on fish production targets, transport schedules, tagging, etc. Help design and implement evaluations to measure the effectiveness of the acclimation program success. Provide input into the development of the Ochoco Preserve acclimation site, coordinate with the Deschutes Land Trust on facilities on their properties. • Research and advance the salmon and steelhead reintroduction program through novel hatchery, transport, and release strategies. This may include remote/instream incubators, nature-like rearing, changes in feed/diet, adapting release locations and timing and facilities, fish health testing and supplements, etc. • Assist in the collection of field data associated with implementation of the fish passage plan. Monitor the Licensees' collection of adults at the Pelton Trap and smolts at the downstream collection facility. Quantify juvenile density in upstream reaches. Determine number of salmon and steelhead smolts and bull trout juveniles entering Lake Billy Chinook. Determine travel times and relative survival of each species to The Dalles and Bonneville Dams. Review data results and summaries submitted by the Licensees. Recommend modifications to improve efficacy of field studies and monitoring efforts. Participate in the adaptive management process. • Participate in coordination meetings with Licensees. Act as department representative promoting agency goals and objectives. Evaluate major uncertainties, including fish disease risks, habitat availability, downstream collection efficacy and upstream passage alternatives. Make recommendations to Licensees, Fish Committee and department staff. Participate in scheduled meetings to disseminate study results and exchange information and discuss adaptive management strategies. Attend public workshops providing updates of study results and reintroduction efforts. Coordinate with department pathologists, Round Butte hatchery staff, and Licensees to screen adult fish for production and brood stock. Assist in development of upstream passage operation plan. Review operations of Round Butte hatchery to ensure terms of Hatchery Agreement and annual operating plan are being met. - Qualifications
- We are seeking applicants who meet the minimum qualifications and have the following skills and experience: Minimum Qualifications: • Three years of biological experience performing studies, research, or resource management activities in a fish or wildlife program. At least one year of the experience must be at a technical or professional level performing activities in a fish or wildlife program such as researching and analyzing data, conducting investigations, applying pertinent laws and regulations, or coordinating and monitoring project activities; AND • A Bachelor's degree in Fisheries or Wildlife Science or a closely-related Bachelor's degree with at least 45 quarter (30 semester) hours of biological/ecological coursework, or three additional years of biological experience performing studies, research, or resource management activities in a fish or wildlife program. A Master's degree in Fisheries or Wildlife Science or a closely-related Master's degree in biological/ecological sciences will substitute for up to one year of the required experience. A Doctorate degree in Fisheries or Wildlife Science or a closely-related Doctorate degree in biological/ecological sciences will substitute for up to two years of the required experience. Applicants who have obtained a Master's degree or Doctorate that included work experience from an internship, work/study, thesis, or similar program may list this experience in their application to receive credit for the work experience. The Master's degree/Doctorate and applicable work experience will be considered separately and both the education and applicable experience may count toward minimum qualifications.
