The I-405/SR 167 Megaprogram has a unique new opportunity for an energetic, team oriented, positive Natural Resources Lead who has a passion for environmental issues and is driven to deliver transportation related projects. In this full time permanent position, the successful candidate will be able to apply their current environmental policy, construction compliance, contracting and biology experience and training to deliver transportation projects and positively affect the natural ecology of our region along with the livelihoods of our State's citizens. This position will perform the following work:
Manage environmental deliverables and organize a group of environmental technical support staff to complete transportation related projects.
Prepare environmental documentation and environmental permit applications in support of design/construction projects.
Process environmental documentation and permit needs for transportation and fish passage (Federal Court Injunction Regarding Culvert Corrections) related projects.
Assist Project Offices in the development of scope, schedule, and budget of processes and projects.
Negotiate with and help to manage environmental consultants on various project deliverables.
Ensure consistency in WSDOT deliverables prepared by consultant support.
Help in the development of Request for Proposal and Request for Qualifications documentation.
Collect, interpret, and report field data as necessary.
Complete and support wetland delineations, wetland reports, and Endangered Species Act (ESA) documentation.
Conduct field reviews of environmental conditions including temporary sediment erosion control plans, BMP installations, and spill prevention and control countermeasures for assigned projects ensuring construction compliance goals are met.
Organize and facilitate multi-stakeholder meetings.
Conduct staff training on current and developing environmental issues.
Other duties as assigned.
Successful candidates will have the following:
-Bachelor's Degree involving major study in natural resources, biology, ecology, environmental sciences, or a related field, and at least three (3) years professional experience conducting biological field studies, analysis, and writing biological reports to support National and State Environmental Policy Acts (NEPA/SEPA), ESA, Migratory Bird Treaty Act (MBTA), Clean Water Act, and Bald and Golden Eagle Protection Act environmental review and permitting related to transportation projects or a closely related field. (A master's degree in one of the above fields will substitute for one year of the required experience and a doctorate will substitute for two years.)
-Applied knowledge of forest ecology, wetlands, wildlife, and fisheries in the Pacific Northwest.
-Excellent communication skills, both written and verbal.
-Firm grasp of scientific methodologies to analyze and record existing environmental conditions through field studies.
-Ability to traverse irregular and steep terrain, safely wade and work in creeks and rivers, and walk long distances carrying up to 50 pounds of field gear.
-Must have received, or be able to obtain in the first six months of employment, Applied Electrofishing Principles and Practices (BIO 407B) Certification from WDFW, USFWS, and NOAA.
-Must have passed, or be able to pass in the first six months of employment, a U.S. Army Corps of Engineers approved Wetland Delineation Training Course and a Washington State Department of Ecology certified course on the 2014 revision of the WA State Wetland Rating System in Western WA.
-Exceptional relationship management skills: ability to create effective working relationships and contribute to a positive team environment.
-A valid driver's license.
-Experience working with WA local governments meeting Critical Areas Ordinance (CAO) requirements.
-Design Build and contract development/administration experience.
-Project management experience.
-Community outreach experience.
-Excellent presentation skills to diverse audiences.
