- TPWD MISSION To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations. GENERAL DESCRIPTION Under the direction of the Restoration and Artificial Reef Team Lead, this position is responsible for conducting habitat restoration projects across the Texas coast, including but not limited to oyster restoration, shoreline protection, marsh restoration, and creation of offshore/nearshore Artificial Reefs. Coordinates reefing donations, including Rigs to Reefs, Ships to Reefs, and Nearshore Reefs. Coordinates habitat restoration projects, including designing projects and managing and tracking contracts and budgets for all aspects of restoration and monitoring. Develops restoration monitoring plans and participates in field-based monitoring activities, including sampling from a boat and SCUBA diving. Analyzes data on restoration projects and presents to diverse audiences. Manages data sets, including geospatial data through ArcGIS and ArcGIS Online. Works under moderate supervision, with some latitude for the use of initiative and independent judgement. Performs additional duties as assigned. Complies with all Agency, Division, and Branch rules, regulations, policies, and procedures.

- MINIMUM QUALIFICATIONS: Education: Graduation from an accredited college or university with a Bachelor’s (or higher) degree in Environmental Science, Marine Biology, Ecology, Resource Management, or closely related field. Experience: NRS I: No experience required; NRS II: Two years relevant experience; NRSIII : Six years relevant experience Licensure: Must possess or be able to obtain, within 30 days of employment, a valid class "C" Texas driver's license. NOTE: Retention of position contingent upon obtaining and maintaining required license. ACCEPTABLE SUBSTITUTIONS: Experience: Graduation from an accredited college or university with a Master's degree in Environmental Science, Marine Biology, Ecology, Resource Management or closely related field may substitute for one year of the required experience in the progressively responsible experience in ecosystem/fisheries resources-related research, planning, program development, grant and project management and field executed management programs; Graduation from an accredited college or university with a PhD degree in Environmental Science, Marine Biology, Ecology, Resource Management or closely related field may substitute for two years of the required experience in the progressively responsible experience in ecosystem/fisheries resources-related research, planning, program development, grant and project management and field executed management programs. PREFERRED QUALIFICATIONS: Experience: Experience with habitat restoration and conservation techniques Experience with data analysis techniques and procedures Experience with geospatial mapping software and ArcGIS Experience with scientific SCUBA diving Experience with boat operation KNOWLEDGE, SKILLS AND ABILITIES: NRS I: Knowledge of estuarine biology/ecology Knowledge of ecology, coastal and estuarine, fauna and flora; Knowledge of geography of Texas coastal and near-shore ecosystems; Knowledge of ecosystem resource sampling techniques and methods; Knowledge of boats, outboard motors, trailers, vehicle operation and basic maintenance NRS II: Knowledge of Natural Resource Specialist I; PLUS: Knowledge of GIS applications and software; Knowledge of ecosystem resource conservation and management techniques; Knowledge of estuarine and marine habitat restoration strategies and techniques; Knowledge of fundamental statistical analyses and design; NRS III: Knowledge of Natural Resource Specialist II; PLUS: Knowledge of Texas coastal ecosystems and fisheries resource needs, including Gulf and inter-jurisdictional resources and their management; Knowledge of environmental policies and Acts (e.g., Clean Water Act, National Environmental Policy Act, fisheries regulations) pertinent to the Coastal resources; Knowledge of advanced geospatial data analysis and management NRS I Skill in computer operations (including Microsoft office) and applications utilized by ecosystem resource management; Skill in effective verbal communication and public speaking; Skill in effective written communication, including technical and non-technical writing; Skill in performing field work in coastal environments (boating, navigation, sea conditions, weather); Skill in establishing and maintaining effective work relationships with co-workers and work-related contacts; NRS II: Skills of Natural Resource Specialist I; PLUS: Skill in fishery and/or ecosystem resource conservation and management techniques; Skill in effective interaction with staff at all levels of the department and other state agencies and organizations; Skill in coastal and marine restoration techniques; Skill in accepting and effectively handling assignments from multiple authorities; Skill in data analysis techniques and procedures; Skill in utilizing mapping and geospatial software, including ArcGIS NRS III: Skills of Natural Resource Specialist II; PLUS: Skill in implementing conservation/restoration plans/research or other projects; Skill in managing several projects simultaneously; Skill in advanced geospatial analysis and data management; Skill in building and maintaining partnerships; Skill in utilizing monitoring and adaptive management techniques for coastal projects; Skill in the management of grants and independent projects, including designing projects, meeting deliverables, and budgeting. NRS I: Ability to conduct work activities in accordance with TPWD safety program; Ability to participate in field-based sampling activities; Ability to operate boats; Ability to communicate effectively with the public and partners; Ability to work as a member of a team; Ability to follow directions; Ability to perform manual labor including, lifting supplies and materials up to 50 lbs NRS II Ability of Natural Resource Specialist I; PLUS: Ability to perform and review statistical analyses; Ability to analyze and maintain geospatial data; Ability to review, interpret, summarize, and comment on technical or environmental documents; Ability to prepare and make written and oral reports/presentations to technical and non-technical audiences; Ability to maintain flexibility and work with frequent interruptions and multiple changing priorities; NRS III Ability of a Natural Resource Specialist II; PLUS: Ability to develop public support and involvement with external partners; Ability to obtain grants and implement conservation/restoration plans/projects; Ability to work independently with little or no supervision; Ability to design scientific experiments and restoration projects; Ability to train others WORKING CONDITIONS: Required to work on holidays, weekends and hours other than 8:00 a.m. to 5:00 p.m. as necessary; Required to work overtime as necessary; Required to adjust to changing schedules; This position is suitable to telework two days per week and the candidate may be allowed to telework with supervisor approval; Required to respond to emergencies; Required to perform work outdoors, occasionally in adverse weather conditions; Required to perform work in water-based field activities; Required to operate a State vehicle; Required to travel 25% with possible overnight stays Non-smoking environment in State buildings and vehicles.
