Meridian Street Tallahassee, FL 32399-1600 Supervisor: Jim Feiertag DUTIES/RESPONSIBILITIES Serves as the Division of Hunting and Game Management’s principal Contract Manager. Responsible for development of contractual agreements including leases pertaining to lands administered by the division. Monitors existing agreements and coordinates with legal counsel to facilitate contract compliance with rules and policies. Maintains an inventory of Commission-managed lands and prepares establishment orders and executive orders for these lands. Provides financial and budget management support for the division and the agency. Monitors expenditures by category and trust fund and coordinates corrections to budget expenditures and allotments. Contributes to coordination and efficiency in the administration of the division’s financial management systems and fiscal operations. Responsibilities include: • Serve as the Division of Hunting and Game Management (HGM) Contract Manager conducting all duties associated with ensuring compliance with state and federal laws and policies related to written contracts including the State of Florida procurement laws. Types of Contracts include but are not limited to: Procurement Agreements, No-cost Agreements, Professional Services Agreements, and Cooperative Land Management Agreements. • Responsible for assisting HGM Project Managers with developing a Scope of Work and completing Cost Analysis, Florida Single Audit forms, Federal required forms and bid solicitations as needed. • Responsible for drafting and routing written agreements through internal FWC contract review process. • Monitor contracts from execution through closeout. • Coordinate with project managers, the FWC legal office, and contractor/vendor and other sources as appropriate to provide timely action to new contracts, existing contracts and in documenting all procurement actions. • Responsible for the timely and accurate processing and/or approval of vendor invoices for payments on contractual services and purchase orders in compliance with Section 215.422, F.S.; the Department of Financial Services rules and FWC Finance and Budget Office invoice processing procedures. • Serves as Division contact for and assistance with the Florida Accountability Contract Tracking System (FACTS) and the Federal Grants Tracking System (FGTS). Commission Land Manager: • Responsible for maintaining a complete agency inventory of Commission-managed lands including ownership, legal description and boundary maps using ArcGIS program. • Prepare Establishment Orders and Executive Orders for Commission managed lands. • Coordinate reviews of establishment orders and legal instruments related to these lands with HGM regional staff and administrative staff and provide copies of such information to regional staff where necessary to support regional operations. • Responsible for preparing and submitting annual report of No Net Loss of Hunting Lands Report to Governor and Legislature. Budget Management and Purchasing: • Assist HGM administration with financial management programs for monitoring budgets in FLAIR and MRE. • Act as HGM Liaison between entities on matters relating to contracts and financial management. • Coordinate with HGM Budget Officer to assist with tracking budget expenditures and encumbrances. • Prepare and submit expenditure corrections to Finance and Budget Office as needed to resolve any spending or budget issues.
