002TW3 - Property Assistant Manager 3-East Fork State Fish Hatchery
About the Job:
The Property Assistant Manager has supervisory responsibilities for the operation and maintenance of a mid-sized Department of Natural Resources (DNR) warm and cool water species hatchery and related grounds.
A Day in the Life:
The essential functions of this role are as follows:
• Responsible for overseeing daily operations of a mid-sized DNR warm and cool water species hatchery and related grounds in the absence of and in coordination with the property manager.
• Hires, trains, supervises, and directs the activities of a larger team of staff, interns, and volunteers.
• Assists with planning, coordinating, implementing fish culture, fish health and wastewater management practices and procedures.
• Assists with the planning, coordinating, implementing, and directing public use activities on the property which may include wildlife viewing, public engagement events and hatchery tours
• May direct, supervise, inspect, and monitor hatchery maintenance, construction projects and repair including ground, landscaping, HVAC, electrical, plumbing, fire suppression and emergency systems, ADA compliance, and all things related to the physical plant operation at a state fish hatchery
• Assists in the development, implementation and tracking of a biennial budget and administrates operating, preventive maintenance and rehabilitation funds to facilitate operations under direction of the property manager.
• Directs and monitors construction, maintenance and repair projects using both in-house, temporary and contract labor.
• Represent the property and department with local partnerships and organizations by attending meetings and events that benefit the facility both in cooperation with the property manager and as the manager’s proxy.
• Assist with overseeing and evaluating interpretive services including general programming for visitors, school groups and off-site locations on fisheries management and fish culture topics, display development and maintenance of interpretive signage, and operations of a small visitor center.
• Required to serve in on call status for emergency response.
• Monitor’s security and safety operations provided by property personnel and makes decisions on when law enforcement and/or other emergency services are required in conjunction with or in the absence of the property manager.
• Ensures the safe operation and maintenance of fish transport vehicles, fish pump, light trucks and cars, commercial mowing equipment, power equipment, chain saws and hand tools.

What We're Looking For:
• An individual with at least two years’ experience working at a fish production facility and have a working knowledge of warm and cool water species production-especially muskie, catfish, walleye, striped bass, and others.
• An individual willing to obtain an Indiana for-hire endorsement driving license.
What You'll Need for Success:
• Must possess a Bachelor’s degree in Natural Resources, Fish & Wildlife Management, Fish Culture, Biology, or a closely related field.
• Must possess a valid driver’s license
• Required to live onsite when housing is available
• Required to be “on call” 24 hours a day
• Ability to hire, direct, train, develop, motivate, discipline and evaluate a diverse range of employees with varying levels of skill to meet operational demands.
• Ability to communicate effectively both orally and in writing with superiors, staff, visitors, customers, media, special interest groups, vendors and other governmental agencies to promote department and division goals, satisfy needs of the organization, and to present a positive public image.
• Working knowledge of carpentry, electrical, plumbing, HVAC, code compliance and safety, etc.
• Working knowledge and ability to supervise the operation, maintenance and repair of medium duty fish transport trucks, commercial mowing equipment, light trucks and sedans, chain saws, power and hand tools.
• Working knowledge of and the ability to apply the principles of fish management, aquaculture science, fish health, and wastewater treatment plant operations to meet goals and objectives.
• Ability to work independently with minimal supervision in directing property operations according to established guidelines.
• Possess organizational skills in planning and coordinating a variety of projects simultaneously.
• Ability to maintain strict adherence to confidential requests, especially when dealing with personnel issues.
Supervisory Responsibilities/Direct Reports:
• This role provides direct supervision for one or more staff members.
Difficulty of Work:
The Property Assistant Manager uses judgment to recommend appropriate methods and procedures to handle a wide range of situations. Individual cases may involve multiple variables to be considered which could significantly affect possible outcomes for the program involved.
The work is administrative and supervisory and scientific in nature. The Property Assistant Manager works independently after receiving broad instructions and general directions from the supervisor. This role works within established division and department guidelines and consults the supervisor on changes in policy and practices. This role frequently is required to make decisions on complex matters while serving the public and maintaining the best interest of the department.
Personal Work Relationships:
• This individual will be expected to partner with agency personnel and related stakeholders working towards completion of assigned functions. Exceptional customer service is provided to agency partners and/or the public.
• This role requires the ability to operate a motor vehicle and/or heavy equipment (e.g., tractors, stocking truck, etc.) and drive short and long distances in all weather and light conditions.
• Depending on the duties performed or environment setting, frequent walking, standing, climbing stairs or ladders, bending, stooping, pushing, pulling and/or similar movements may be involved.
• This role requires the ability to lift/transport items greater than 50 lbs with or without the assistance of equipment. Must also have the endurance to repetitively lift smaller weights that may total several hundred pounds throughout the course of the day.
• This role requires the use limbs/fingers to easily perform manual functions. Equipment used may include the operation of complex manual and electric powered equipment or hand-tools.
• This role requires keen observational and hearing skills to stay alert for possible dangerous situations.
• This role performs work in extreme (hot or cold) temperatures, with and in cold water, small/tight spaces, or other uncomfortable situations.
• This role performs work outdoors and exposure to various outdoor weather conditions, rough terrain and wildlife may occur.
• This role requires occasional overnight travel.
• This role will at times require work at remote, sometimes out-of-state sites
• Operations may require this role to be available after hours (on-call) and/or work rotating shifts, evenings and weekends, or irregular hours.
• This role requires the appropriate use of Personal Protective Equipment (PPE) when necessary.
