General Description: The successful applicant will assist the Wildlife Program Manager in planning, overseeing, and coordinating research/management activities, assist in oversight of technician level staff in day-to-day field activities pertaining to wildlife resources, and manage native plant propagation and restoration projects. A large part of the job will involve managing, implementing, and reporting for NRCS cost share projects. The position involves both a field component and an office component. The field component will primarily take place on two Wildlife Mitigation Sites located approximately an hour from Burns, OR. Field work will include vegetation sampling, seed collection, juniper cutting and forest thinning, running a greenhouse and native plant propagation, collecting grazing data, and leading habitat restoration volunteer trips. Office work will include data and management, mapping, preparing reports and evaluations, and writing grants. The position will also include outreach/education activities with tribal youth. Burns/Hines, Oregon is a rural community in eastern Oregon with a population of approximately 5,000 people. The Malheur National Wildlife Refuge, Malheur National Forest, Strawberry Mountain Wilderness, and Steens Mountain Wilderness are all within 1.5 hour drive from town. Primary Duties: • Collect/compile/analyze data regarding the management/monitoring of mitigation lands and prepare reports and evaluations for Tribal Council, sponsors, and local managers. • Implement the field goals and objectives outlined in the management plans for the mitigation sites. • Lead the reporting and monitoring of cost share agreements with state, federal, and other Tribal entities on cooperative projects. • Develop, write, and implement habitat restoration and enhancement plans upon approval by Program Manager. • Using chainsaws and/or hand tools to cut juniper and thin forested areas. • Treat invasive weeds with herbicides. • Expand the scope of the Wildlife Program with particular emphasis on expanding our native plant propagation projects. • Comply with federal and state environmental regulatory policies through consultations and necessary documentation (i.e., permits, reports, and data collections). • Write proposals and apply for grants to expand Wildlife Program projects. • Design and implement annual work plans in coordination with Program Manager. • Represent the department at regional and local technical meetings. • Coordinate overall Program activities with the Wildlife Program Manager to ensure cohesion within the Program. • Initiate studies to improve management practices and find new environmentally viable tools to restore vegetative communities. • Assist with other management activities as needed. • Other duties as assigned.
Minimum Qualifications: • Incumbent must have successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor’s or higher degree that included a major field of study on biological sciences, natural resource management, or related disciplines appropriate to the position. • Experience in lead work or supervisory duties preferred but not required. • Knowledge of range plants found in the Northern Basin and Range Province or the ability to learn is required. • Some experience in habitat work and restoration preferred but not required. Preferred Qualifications: • Experience collecting vegetation data. • Experience with range plant identification. • Experience with data management. • Experience with ArcMap. • Writing experience (i.e., grants, reports, publications). • A M.S. or Ph.D. in a major field of study in Botany, Rangeland Ecology, natural resource management, or related disciplines appropriate to the position OR a combination of education and relative work experience. • Experience with chainsaws and other handheld tools. • Experience with backhoes, tractors, or other heavy equipment. • Experience with running a greenhouse for native plant propagation.
