Description
The Western Region of Ducks Unlimited, Inc. (DU) is soliciting resumes for an experienced Regional Biologist ‐ Environmental Compliance/Permitting Specialist. This is a full‐time salaried position with benefits. The incumbent will work under the supervision of the Western Region Environmental Compliance Specialist and will become part of a team of biologists, engineers, and other professionals responsible for conserving, enhancing, and restoring wetlands and associated habitats primarily in California, and may also include Nevada, Oregon, Washington, Idaho, Utah, and Arizona. The preferred position workstation is at Ducks Unlimited’s Bay Area Field Station in Vallejo, CA, but may also be negotiated to be in the Western Regional Office in Rancho Cordova, California. The successful candidate’s duties and responsibilities will include identifying environmental compliance and permitting needs for habitat restoration and enhancement projects; preparing and/or overseeing preparation of supporting studies (e.g., wetland delineations, biological assessments, cultural resource assessments); preparing and/or overseeing preparation of appropriate state and federal environmental review documents (e.g., CEQA Categorical Exemption, Initial Study/Mitigated Negative Declaration, or Environmental Impact Report, and/or NEPA Categorical Exclusion, Environmental Assessment, or Environmental Impact Statement); and securing the required permits for project implementation (e.g., Water Quality Certification, Lake or Streambed Alteration Agreements, and U.S. Army Corps of Engineers' 404 Permit). When necessary, the position will be responsible for managing consultants that are preparing supporting studies, environmental compliance documents and/or assisting with the permit process in support of DU projects. This position will coordinate compliance and permitting work closely with DU's biologists and engineers, project partners and the appropriate regulatory agency personnel to ensure timely and on‐budget delivery of projects. The position may also manage projects that have a significant environmental compliance component; assist with identifying potential sources of funds for project work; and write and submit proposals to secure project funds. Other duties include negotiating project agreements, tracking budgets, writing reports, coordinating with project partners and stakeholders, and entering project tracking data in DU's business information system. Duties may require extensive overnight travel. Duties may require field work in adverse weather conditions.
Qualifications
Candidates must have, at a minimum, a Bachelor of Science degree preferably in an environmental planning or natural resources related field. An advanced degree is desirable. Applicants must have at least five years of relevant experience. Applicants must have demonstrated competency in compliance with the California Environmental Quality Act (CEQA); National Environmental Policy Act (NEPA); Sections 401, 402, and 404 of the Clean Water Act; Sections 10 and 408 of the Rivers and Harbors Act; the National Historic Preservation Act; the Federal and California Endangered Species Acts; the Coastal Zone Management Act, California Coastal Act, and McAteer‐Petris Act; and California Fish and Game Code 1600. Experience with wetland mitigation banking considered a plus. Excellent written and oral communication skills and the ability to use personal computers are required. Project management experience is desired. Familiarity with wetland ecology, restoration, and enhancement; waterfowl, shorebird, and water bird biology; and the ability to conduct wetland delineations or special‐status species assessments/surveys are beneficial. Pertinent experience in California is strongly preferred.
