Description
Position Function: The Northern Gulf Institute (NGI) scientists collaborate closely with NOAA scientists, providing expertise to research, design, and the development of an innovative, comprehensive end-to-end data management system that supports planning, quality control, documentation, discovery, access, and long-term preservation of NOAA Ocean Exploration scientific data collections. An experienced geoscientist/research program manager with data management and analysis experience is required to complete this work. Essential Duties and Responsibilities: 1. Provide expertise in the management of scientific data from NOAA Ocean Exploration’s investment portfolio. 2. Support scientists’ at-sea sampling operations and develop innovative stewardship of ship and submersible data. 3. Research, design, and develop innovative tools and methods for data discovery and accessibility applications for visualization of ocean exploration data, including, but not limited to the Ocean Exploration Digital Atlas, the Ocean Exploration Video Portal, and the Benthic Animal s advanced scientific research projects and acts as a principal investigator or co-principal investigator. 4. Works collaboratively within the NCEI Marine Ecosystem Section to integrate related work using a unified management approach and contributing regional studies. 5. Identify, coordinate, and correspond with data contributors to define data acquisitions and to determine suitability for contribution to the long-term marine and coastal data records within NCEI. 6. Conduct scientific appraisals of marine and coastal data for long term archive. 7. Prepare data packages for archival. 8. Generate metadata records as needed. 9. Perform 508 compliance on documents, images, or webpages. 10. Work with a team to develop systems to create and improve data management processes. 11. Experience coordinating with multi-disciplinary teams to achieve goals. 12. Performs other job-related duties as assigned
Qualifications
Minimum Qualifications: Beginning with a bachelor’s degree: A professional employee with a bachelor’s degree in Marine Science, Computer Science, Data Science or related field and demonstrated competence can begin work at the Research/Extension Associate I level. To begin at the Research/Extension Associate II level, one must have a bachelor’s degree in the required discipline and a minimum of three years relevant experience and the equivalent of a master’s degree. To begin at the Research/Extension Associate III level, one must have a bachelor’s degree in the required discipline and a minimum of six years relevant experience and the equivalent of the master’s degree. Beginning with a master’s degree: A professional employee with a master’s degree in Marine Science, Computer Science, Data Science or related field, one year of relevant experience and demonstrated competence can begin work at the Research/Extension Associate II level. To begin at the Research/Extension Associate III level, one must have a master’s degree in the required discipline and a minimum of three years relevant experience and the equivalent of a master’s degree. To begin at the Senior Research/Extension Associate level, one must have a master’s degree in the required discipline and a minimum of six years relevant experience. Beginning with a doctoral degree: A professional employee with a doctoral degree in Marine Science, Computer Science, Data Science or related field with two years of relevant experience and demonstrated competence can begin work at the Research/Extension Associate III level. To begin at the Senior Research/Extension Associate level, one must have a doctoral degree in the required discipline and a minimum of three years relevant experience. Successful candidate must be able to obtain or have Department of Commerce moderate risk clearance. Preferred Qualifications: 1. Proficient with data analysis tools 2. Experience preparing scientific datasets and documentation for accession into long term data archives 3. Experience in creating/editing standards-based metadata 4. Experience presenting at scientific workshops and conferences
