The successful incumbent for this position will be hired within an annualized salary range of $85,000 - $115,000, depending on qualifications for the position. *Douglas PUD will not be offering any work visa sponsorships for this role* POSITION SUMMARY: The Senior Fisheries Scientist will work at the direction of the Natural Resources Supervisor to help guide the implementation of the Anadromous Fish Agreement and Habitat Conservation Plan for the Wells Hydroelectric Project. This position will provide leadership and guidance on various plans, studies and research associated with salmon and steelhead related activities at Wells Dam and associated hatchery mitigation facilities. The successful candidate will be expected to represent the District in one or more resource management committees that include tribal, state, and federal resource managers and partners. This position is subject to a one-year probationary period. ESSENTIAL FUNCTIONS: • Design and implement various habitat enhancement, fish passage, and hatchery supplementation related studies associated with the implementation of the Wells Anadromous Salmonid and Habitat Conservation Plan (HCP). • Ensure that studies are conducted in a scientifically rigorous manner and that all data collected during the District’s monitoring and evaluation programs are accurately recorded and properly disseminated. • Administer contracts, contractors and budgets associated with each of the studies assigned to the Senior Fisheries Scientist. • Supervise and direct the District’s Hatchery monitoring and evaluation program including studies associated with the operation of the Wells and Methow hatcheries and the natural vs. supplementation interaction studies taking place in the Methow River Basin. • Conduct and/or review analyses, run models, and prepare regulatory documents and reports associated with monitoring and evaluation of hatchery programs. Review technical products prepared by others and determine their applicability, rigor and technical strengths as they relate to operations at Wells Dam, the Wells HCP, and the Federal Energy Regulatory Commission (FERC) license for the Wells Project. • Provide a scientific and technical perspective on issues discussed during HCP Hatchery Committee implementation meetings with state, federal, and tribal stakeholders representing the District in a highly professional manner. • Participate on interdisciplinary teams working on strategic fish and aquatic resource issues. • Participate in Endangered Species Act consultations related to fish enhancement projects. • Design and coordinate permitting for fish passage, broodstock collection, and hatchery rearing facilities. These include but are not limited to Hatchery Genetic Management Plans (HGMP), Biological Opinions, broodstock collection protocols, and other related permitting documents. • Represent the District in regional fish recovery planning, and hatchery and habitat enhancement forums as assigned. • Lead the organization of monitoring and evaluation data obtained by contractors and hatchery rearing database development. • Support the District’s mission and value statements in the performance of job duties. • Work respectfully and cooperatively with diverse groups of people and maintain professional interactions at all times in the workplace. • Ensure compliance with all District policies. • Adhere to the District’s Safety Policy and Procedures. • Operate District vehicles that may be equipped with a GPS device that monitors vehicle location while conducting business on behalf of the District. • Other duties as assigned. Due to the nature and scope of the essential functions, the importance of personal interactions between this position, employees, customers, and other members of the public, and the availability of job-related tools, equipment and resources at work, performance of the essential functions requires regular, consistent, on-site attendance while working independently and with others.
REQUIRED KNOWLEDGE/SKILLS/ABILITIES: • A strong scientific background in fisheries biology, ecology, zoology and/or fish population genetics, coupled with an applied understanding of statistical and analytical principles commonly used in resource management. • Excellent technical writing and oral communication skills, which are typically demonstrated by thesis defense work, professional presentations, and professional report writing and/or peer reviewed journal authorship. Demonstrated writing examples should include primary authorships. • Proficiency in Microsoft Office application products. Statistical software proficiency considered a plus. • Strong planning and organization skills, and a demonstrated ability to meet deadlines and manage multiple, concurrent responsibilities. • An extensive knowledge of anadromous fish biology and a good working knowledge of fish management, hatchery operations, and population biology. • Demonstrated success working within workgroups that have diverse stakeholder goals and objectives. • Familiarity with the structure and operation of hydroelectric facilities. • Familiarity with the Endangered Species Act, Clean Water Act, and other related environmental regulations including state and local natural resource laws, and policies is desirable. EDUCATION AND EXPERIENCE: A Master of Science degree in fish biology, aquatic sciences, or related field, or combination of experience and education to provide the necessary knowledge, skills, and abilities. Preference will be given to those candidates having at least five years of related work experience (e.g., Biological Opinions, monitoring and evaluation programs, HGMP and/or NEPA development, hatchery monitoring and evaluation programs, and FERC license implementation). Experience working on or around large hydroelectric projects and anadromous fish hatchery production facilities is desirable, as is experience participating in multi-party collaborative processes. CERTIFICATIONS: A valid driver's license and proof of good driving record is required for this position (will be verified upon job offer). Out-of-state candidates must acquire a Washington State driver's license within 30 days of employment. PHYSICAL REQUIREMENTS: Candidates must be physically able to perform field research including walking or wading into remote locations, working in and around cold water and be physically able to carry up to 40 pounds of field equipment.
