FULL-TIME/PERMANENT SUPERVISING ENGINEER Environmental Engineer 5 (EE5) Capital and Asset Management Program (CAMP) Olympia, Washington – Thurston County This recruitment is posted open continuously. We are seeking a results-driven Environmental Engineer to join our CAMP program and assist in the restoration and construction of facilities for fish supplementation, water distribution, fish passage, wildlife viewing, marine and inland recreational water access and general Department infrastructure facilities. The Capital and Asset Management Program (CAMP) mission is to serve the Department by delivering technical and professional engineering, construction, and maintenance to sustain facilities, infrastructure and ecosystems under the Department’s care. With that in mind, This is an opportunity to utilize your excellent judgement and subject knowledge making skills to product decisions that will withstand the “test of time.” In this dynamic role, you will build constructive working relationships characterized by a high level of acceptance, cooperation, and mutual trust. Duties: Our Environment Engineer will Manage engineering projects: -Prepares preliminary engineering designs, cost estimates, feasibility studies, final engineering designs -Plans and specifications utilizing technical design and analysis skills in structural, hydraulic and environmental engineering to support the Department’s mission. -Reviews and/or approves detailed engineering plans and specifications, site plans, engineering reports and/or operation and maintenance of environmental systems. -Develops project scopes of work. -Develops and monitors project schedules. -Prepares, reviews, and negotiates with applicable parties for environmental permits, regulatory orders and environmental plans and monitoring programs for assigned program(s). -Develop and monitor project budgets. Supervise and mentor staff: -Sets goals and objectives, develops strategies to implement, and develops performance measurements and standards for the purpose of ensuring individual and program performance objectives are met. -Develops the Performance Development Plan (PDP) for each assigned employee within unit; creates or updates position descriptions; monitors and documents employee performance; provides on-going feedback regarding levels of performance and conducts timely and meaningful employee performance evaluations. -Manages personnel issues relating to staff conflicts, absenteeism, performance issues, etc. in a positive manner for the purpose of ensuring the efficient and effective functioning of the work unit. WORKING CONDITIONS: Work Setting, including hazards: -80% Office: Duties are performed in an office setting. This position requires extensive computer use and sitting. -20% Travel/Field: Work in all weather conditions, including extreme heat, rain, or snow. May encounter rough terrain, riverbanks, slippery slopes, and other surfaces. Schedule: -8:00a.m. – 5:00p.m. Monday-Friday. -Additional work hours are anticipated during the construction season. REQUIRED QUALIFICATIONS: -Possession of a valid Washington State Professional Engineering License (or the ability to obtain one within six months of employment through reciprocity) -Driver’s license recognized as valid under Washington State Law and acceptable driving record. Special Requirements/Conditions of Employment: -Registration as a Professional Engineer in the State of Washington. PREFERRED QUALIFICATIONS: -Bachelor’s degree in civil or mechanical engineering or equivalent experience. -On the job training beyond education requirements in a diverse work setting for at least five (5) years. -Knowledge of fish hatchery operations, fish behavior, fish passage and screening regulations, Public Works contracting laws and regulations.
