FULL-TIME/PERMANENT UPLAND GAME, CARNIVORE, AND FURBEARER SECTION MANAGER ENVIRONMENTAL PLANNER 5 (EP5) Wildlife Program *Olympia, Washington – Thurston County *The preferred duty station for this position is Olympia, Washington. However, other duty stations may be considered. The first review of applications will take place on November 14, 2022 Play a critical role in meeting the agency's statewide resource conservation and management mandates related to upland game, carnivore, and furbearer Species. Help to provide sustainable recreational hunting opportunity while maintaining viable game populations. Lead the development and implementation of the long-term strategic vision for species under the assigned section. Provide statewide leadership by formulating statewide policies and procedures, and works with other Section Managers, Regional Program Managers, Division Managers, District Wildlife Biologist, and other staff to implement annual work plans to achieve the Wildlife Program strategic vision. In this dynamic role, you will represent the agency in statewide, regional, federal, tribal, and international forums. With your experience, you will have statewide responsibility for the preservation, perpetuation and management of upland game, carnivores, and furbearers throughout Washington State. DUTIES Our Section Manager is responsible for: Planning: -Responsible for developing the strategic plan and providing direction for Upland game, carnivore, and furbearer management in Washington State. It accomplishes this by working with a broad range of internal and external parties to translate the vision into on-the-ground actions that accomplish the vision. -Writes species or guild management plans, guidelines, and scientific peer reviewed reports. -Evaluates, compiles, and quality checks regional hunting season recommendations. -Formulates and justifies conclusions and recommendations for conservation and management of assigned species. Consultation: -Using expertise and knowledge, the position reviews regulation proposals and recommends actions to the Game Division Manager based on potential conservation actions and whether regulation should be accepted and implemented. -Provides consultation to natural resource managers within and outside WDFW related to game species or guild management. -This position is responsible for reviewing and recommending appropriate regulations for recreational hunting. Supervision: -Supervises species specialists in their section. -Plans, assigns, and reviews work of staff. -Adjust assignments and schedules, evaluates performance, and prepare performance appraisals. -Resolve staff issues, disciplines, and recognizes employees. Budget: -Full responsibility and accountability for the species or guild annual budget that could be $1 – $2+ million. -Prioritizes and manages the budget to ensure optimum use of fiscal resources -Seeks additional funding. -Monitors budget and meets budget submittal deadlines and reporting requirements as needed. WORKING CONDITIONS: Work Setting, including hazards: -This is primarily office work, driving, and occasional field work. -Work in an open, office environment up to 90% of the time. Schedule: -Typically, 8:00 a.m. – 5:00 p.m. Monday – Friday with some evening and weekend work possible. -Work hours may be extended beyond the core hours of 8 am – 5 pm, Monday through Friday, including evenings and weekends. Travel Requirements: -Travel on a frequent basis. 30%, about 5 days a month, requires travel to meetings, site visits, and workshops and forums throughout the State. Tools and Equipment: -Use a PC up to 75% of the work day. -Computers, cell phones, highway vehicles, hand tools and minimal use of wildlife related equipment. Customer Interactions: -Responsible for legislative, contentious issue resolution and leaders of major stakeholder interaction. -Provide technical direction to internal and external program and Agency professional staff involving complex or controversial studies or projects. -May have policy level negotiation, interaction, and discussion with other Agencies at both the State and Federal level.
Qualifications REQUIRED QUALIFICATIONS: *Closely related qualifying experience may be substituted for the required education on a year-by-year basis. A Master's degree or above with major emphasis in wildlife science, wildlife management, outdoor recreation, land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field. AND Five (5) years of professional work experience in the field of game species research and/or management, Land use, urban, regional, environmental, or natural resource planning, and/or program development. OR Equivalent education/experience. LICENSES AND CERTIFICAIONS: -Valid Driver’s License PREFERRED QUALIFICATIONS: Experience in: -Game research or management. -Designing and conducting public opinion surveys and development of monitoring techniques to determine the effectiveness of management strategies. -Presenting original scientific findings at peer conferences. -Managing Projects and Programs – Effectively organizes multiple assignments, sometimes of a complex nature or involving competing priorities, to produce work products that are accurate, thorough, and on time. -Verbal and Written Communications – Effectively conveys ideas and information using spoken language and written language that is appropriate to both the complexity of the topic and the knowledge and understanding of the audience/reader. -Writing 5–10-page executive summaries for general, non-technical audience. -Facilitating Others – Coordinates and leads small groups, creating a cooperative and productive environment in which to resolve problems or develop and implement plans. -Analysis – Uses data and information in a clear and rational thought process to assess and understand issues, evaluate options, form accurate conclusions, and make decisions.
