- The Powder Basin Watershed Council (PBWC) in Baker City, Oregon, seeks a full-time, Watershed Restoration Coordinator. The Coordinator will be responsible for leading an update of PBWC’s Strategic Plan and developing a watershed restoration action plan specifically for the PBWC’s geographic scope, the Powder Basin in northeastern Oregon. In addition, the coordinator will engage with stakeholders in the development of watershed restoration opportunities focused on beaver restoration, fish passage remediation and irrigation system modernization within specific geographic focus areas. The coordinator will also support and engage in other organization efforts including outreach, education and habitat restoration. With current staffing we have the ability to flex duties and so could also provide this position opportunity to those that do not desire full-time employment. Depending on applicant qualifications, we would be willing to offer the position at ½ or ¾ of a full time equivalent. Introduction The Powder Basin Watershed Council (PBWC) is a 501(c)3 nonprofit organization whose mission is to “Facilitate community-supported restoration and maintenance of the streams, rivers and lakes in our watersheds.” The Council advocates for quality watershed management among landowners in Baker, southern Union, and northern Malheur Counties by promoting a holistic approach that engages a diverse group of interested stakeholders for the purposes of ecological restoration, water quality monitoring, watershed planning, and educational programming. Position Summary The Watershed Restoration Coordinator will be responsible for leading an update of PBWC’s Strategic Plan and developing a watershed restoration action plan specifically for the PBWC’s geographic scope, the Powder Basin in northeastern Oregon. In addition, the coordinator will engage with stakeholders in the development of watershed restoration opportunities focused on beaver restoration, fish passage remediation and irrigation system modernization within specific focus areas in the Powder Basin. The coordinator will also support and engage in other organization efforts including outreach, education and habitat restoration. Responsibilities Watershed Restoration Action Planning. Provide leadership in developing a watershed restoration action plan for the PBWC in a manner that is inclusive of all stakeholders. The coordinator will work closely with government agencies, non-profits, Native Americans, and individual citizens in the community to develop the plan. Existing watershed assessments, and engagement with both a technical team and stakeholder group will be the basis of the planning effort to identify implementation focus areas, watershed limiting factors, and restoration action categories. The Coordinator will organize and lead technical team and stakeholder meetings (with the assistance of a professional facilitator in some cases), arrange logistics for public stakeholder group meetings and prepare draft and final plan documents with oversight from the PBWC Executive Director. Stakeholder Engagement. Engage with local landowners/managers and citizens to educate regarding watershed issues and develop watershed restoration opportunities. The Coordinator will be responsible for implementing beaver restoration workshops focused on educating stakeholders regarding the benefit of having beaver on the landscape and specific techniques for mimicking beaver affects and facilitating recolonization. In addition, the Coordinator will engage with existing partners/processes, individuals and develop new partners to facilitate development of watershed restoration project opportunities. The Coordinator will develop project opportunities in the areas of beaver restoration (low-tech process-based restoration), fish passage remediation and irrigation system modernization. Civil Rights This employee will perform and interact with others in accordance with all applicable state and federal laws for equal employment and other requirements of civil rights statutes. Salary and Position Details The Coordinator will report to Tim Bailey, Executive Director of the Powder Basin Watershed Council and the PBWC Board of Directors. This is a limited duration (1 year), full-time (40 hr/wk), non-exempt (hourly) position. Salary for this position ranges from $20-25/ hour, depending on experience, and includes 8 hours per month of sick and vacation leave each, a healthcare stipend of $500/month and 10 paid holidays per year. The position will require the use of a personal vehicle, with expenses for work-related travel reimbursed at the state rate ($.625/mile for 2022). Two grants from the Oregon Watershed Enhancement Board have been received to fund this position for one year: for watershed planning and stakeholder engagement. While the planning exercise will be completed, there may be opportunities for extending employment if additional funds are received for stakeholder engagement and/or planning/implementation of specific restoration projects. The PBWC is actively building its capacity to implement watershed restoration actions in the Powder Basin.
- Qualifications
- • Ability to work safely in a variety of outdoor conditions, including rugged and/or slippery terrain, active stream channels, construction sites, inclement weather and exposure to insects/ wildlife. Ability to lift and carry material up to 44 pounds, walk up to a mile at a time and navigate via GPS, maps and aerial photos. • Bachelor’s degree or equivalent experience in a related field (such as environmental sciences, water resources, planning or related natural resources management field), plus one year of related work experience. • Ability to effectively manage and coordinate a multi-organizational project. • Excellent writing, presentation, and public relation skills. • Working knowledge of watershed issues pertinent to the Powder Basin. • Ability to independently prioritize work to accomplish programmatic goals. Accomplish required work assignments within assigned deadlines with quality and precision. • Proficiency in the use of MS Word, Excel and PowerPoint, and ability to learn new computer applications. • Understanding of geographic information systems (GIS) and their use in watershed planning. • Ability to sit for long periods of time to complete computer work and function in an office environment. • Must have a valid driver’s license, proof of valid automobile insurance, and have access to a personal vehicle appropriate to access field locations located near maintained roads. • The position will require the use of a personal vehicle, with expenses for work-related travel reimbursed at the state rate ($.625/mile for 2022). • Knowledge of rural culture and issues pertaining to eastern Oregon.
